Overview

Do you have strong data analysis skills, like to find creative solutions to problems, and are able to streamline processes? If yes, the Office of Emergency Health Systems would like you to join our team as a Business/Data Analyst and Manager.

Responsibilities

  • We are seeking a motivated individual who is committed to ensure the Nebraska Emergency Medical Services (EMS) Patient Care Reporting and Trauma Registry systems are streamlined, accurate, easy to use, and reportable.
  • Provide oversight, management, maintenance and operation of the Emergency Medical Services (EMS) Patient Care Reporting system (eNARSIS) and Trauma Registry, and analysis systems (such as Power BI).
  • Ensure data linkages between these data systems, assist with linkage and review of data with other state data systems to enhance data analysis and third-party integrations.
  • Develop reports for trend analysis, quality assurance, quality improvement, research, public data requests, and more.
  • Ensure compliance with Nebraska EMS and Trauma Regulations data standards and collection.
  • Coordinate and communicate with a variety of stakeholders including EMS services and providers, hospitals, state agencies, vendors, and external partners.
  • Coordinate and implement efforts on joint initiatives aligned with DHHS business priorities, such as Health Information Exchange, Opioid Overdose, Department of Transportation, DHHS Epidemiology, and National EMS Information System (NEMSIS).
  • Create and maintain documentation of business rules, datasets and data processing including codebooks, data dictionaries, and entity relationship diagrams (ERDs).
  • Propose modifications and implement improvements to current processes.
  • Prepare presentations, communications materials, technical documentation, and other related materials.
  • Provide training to end users and develop training documents for publication.
  • Support and troubleshoot systems to identify and resolve issues identified by end users.
  • Document all support requests in OEHS tracking system.
  • Gather requirements utilizing discovery meetings, interviews, document analysis, surveys, site visits, business process analysis, use case scenarios, tasks analysis, and workflow analysis.
  • Represent DHHS in a variety of national and regional meetings.

Requirements/Qualifications

Minimum Qualifications:

  • Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.

Preferred Qualifications

  • Five years of experience in Emergency Medical Services.
  • Two plus years of analysis and evaluation of EMS Data.
  • Licensed as an EMT, AEMT, or Paramedic.
  • Understanding of the National EMS Information System (NEMSIS) data standards.
  • Proficiency with Microsoft Office (Outlook / Word / Excel / Visio / SharePoint / Power BI).

Knowledge, Skills, And Abilities

  • Strong interpersonal and analytical skills.
  • Ability to clearly and concisely communicate (written and oral) technical information to non-technical audiences.
  • Ability to determine report query structures, pull and analyze data, develop reports based on data and analysis.
  • Strong verbal/written communication, and presentation skills.
  • Experience working directly with various levels of business and technical staff to determine sound technical solutions for business requirements.
  • Effectively communicate with internal and external clients, peers, and management.
  • Self-motivated / self-starter with the ability to work individually.
  • Strong organization, planning, problem-solving, and decision-making skills.
  • Ability to multi-task with changing priorities and requirements.
  • Ability to create a project plan.
  • Experience in a fast-paced collaborative team environment.
  • The position must be able to perform work assigned with minimal supervision, meeting deadlines for timely completion of concurrent projects.
  • Experience in meeting facilitation / information gathering / research exploration and problem resolution.

Location and Schedule

Core Schedule: Monday – Friday, 8:00 AM – 5:00 PM with some flexibility. Some evenings and weekends may be needed due to the nature of EMS. In-state travel is required with occasional out-of-state travel for national meetings. The Nebraska State Office Building in downtown Lincoln is preferred; however, DHHS may consider placement in other DHHS office locations across Nebraska. Possible locations may be Columbus, Fremont, Omaha, York, Hastings, Grand Island and Broken Bow.
