ROLE: Senior Procurement Officer – Social Care and Public Health
LOCATION: London-based
SALARY: £45,541 – £50,574 per annum
HOURS: Full-time, Monday-Friday (1-2 days in office per month – hybrid working)
Panoramic Associates has partnered with a Local Authority client in London to support the appointment of a Senior Procurement Officer with a specialist focus on Social Care and Public Health categories.
This is a pivotal role within the council\’s Strategic Procurement Team, working across a diverse portfolio of high-impact procurements in adult and children\’s social care, as well as public health. The position has become available as the authority strengthens its commercial capability to align with the evolving procurement landscape and increasing service demands.
This role offers the opportunity to influence key procurement decisions, lead complex projects above and below threshold, and support service areas in delivering quality outcomes that improve lives across the borough.
Key Responsibilities
- Lead the end-to-end procurement process for Social Care and Public Health contracts, ensuring compliance with PSR, and preparing for the upcoming Procurment Act 2023 (PA23).
- Deliver high-quality, strategic procurement advice and planning in collaboration with commissioners and stakeholders across adult social care, children\’s services, and public health
- Draft and oversee all aspects of procurement documentation, including route-to-market strategies, evaluation models, terms and conditions, and award recommendations
- Support market engagement and supplier development to ensure robust, competitive, and sustainable service delivery
- Provide quality assurance and oversight on procurement activities, ensuring transparency, audit readiness, and value for money
- Mentor and support junior procurement staff and contribute to process improvements, toolkits, and training across the organisation
- Stay informed of policy developments, legislative changes, and best practice in public sector procurement, particularly within social care and health
Requirements
- Minimum 4 years\’ experience in public sector procurement, ideally within a local authority setting.
- CIPS Level 4 qualified.
- Strong working knowledge PSR, and PA23 with practical experience applying these in a health or care commissioning context
- Proven track record delivering procurements above and below £200,000, with specific experience in adult/children\’s social care and/or public health
