This position is located in the Community Recreation Division of the Morale, Welfare and Recreation (MWR) Department, within Commander, Navy Installations Command (CNIC). The role manages and administers a comprehensive year‑round recreation program and various recreation facilities.
Responsibilities
- Implement supervisory duties: assign work, set priorities, select and recommend applicants for hire, evaluate performance, recommend pay adjustments/awards, provide or recommend training, approve leave requests, initiate corrective actions, and recommend disciplinary actions.
- Supervise federal civil service employees, assigned military employees, non‑Federal workers, unpaid volunteers, student trainees, and other staff as specified (NF-01/GS‑1/2, etc.).
- Authorize personnel action requests (SF‑52) and ensure timekeeping compliance.
- Conduct interviews and selections in line with established hiring practices.
- Provide outdoor field experiences, including day and weekend trips.
- Lead day‑to‑day operations of multiple programs, including staffing, training, and scheduling.
- Use creativity to plan, promote, and implement well‑rounded Community Recreation programs across available facilities, following CNIC‑approved standards.
- Coordinate leisure skills development activities and classes.
- Organize community special events (comedy shows, holiday events, celebrity appearances, concerts, 4th of July Festival, Winterfest, etc.).
- Act as liaison for MWR activities associated with Training Support Center (TSC), Fleet provide support for unit allocation events.
- Develop, manage, maintain, plan, execute business plans, and administer the diverse Community Recreation program.
- Solicit and negotiate partnerships on behalf of the MWR Department, develop contacts, create professional proposals, and execute agreements.
- Plan, coordinate, publicize, market, and execute programs and special events within the Community Recreation program using available resources.
- Provide administrative duties and support through after‑action reports, data collection, and database administration.
- Solicit input from activity managers on short/long‑range goals, business plan objectives, and program standards.
- Monitor various programs to ensure standards are met or exceeded; evaluate and review ongoing programs to guide improvements.
- Assist with writing standard operating procedures.
- Analyze projected projects and programs considering operating budget, staffing, plans, trends, mission, and population changes.
- Provide onsite project oversight, ensure approved plans are implemented, notify leadership of issues, and use metrics and financial data for program modifications.
- Ensure all facilities and activities meet fire, safety, security, and sanitation guidelines; take timely action to correct deficiencies.
- Perform check‑in/check‑out of materials, collect fees via POS system, inspect equipment on return, and make replacement recommendations.
- Complete a Daily Activity Report (DAR) to balance and reconcile daily sales transactions.
- Perform inventory of equipment, retail items, supplies, and other items of cash value; promote customer service awareness and merchandise requisition.
- Transport patrons off‑base to local attractions for trips, tours, and outings; perform other duties as assigned.
Requirements

Qualifications

- Knowledge gained through relevant education (e.g., Bachelor’s Degree in Recreation, Marketing, Business or closely related field) and/or equivalent recreation‑related work experience.
- Experience related to customer service and activity‑based functions.
- Ability to work independently, make sound decisions, and communicate effectively orally and in writing.
- Knowledge of recreational programs, goals, principles, techniques, and methods of procedure for organizing, planning, and conducting activities.
- Understanding of the scope of activities and suitability in the Community Recreation Program for diverse demographics, ages, and interests.
- Ability to create, negotiate, implement, and sustain partnerships via various MWR agreements.
- Ability to maintain a clear and accurate database.
- Experience representing the department and speaking before small and large groups.
- Knowledge of recreational and entertainment events; program planning and leadership skills to devise and implement leisure and social recreation programs.
- Strong oral and written communication skills.
