The predicted salary is between 30000 - 40000 € per year.

The incumbent works under the supervision of the Youth Director and is expected to operate with minimum supervision toward the overall objective of administering the CYP teen activities. The work is subject to review for adequacy of program accomplishments, effectiveness, compatibility with other work, and compliance with requirements. The person may work in a small, medium, or large YP and may also help out with CDC.

Duties

  • Programming: Assist with the development and supervision of a developmentally appropriate teen program that promotes the social, emotional, physical and cognitive growth of children and youth. Develop programs related to the core program areas presented in the OPNAV and implement required programs such as BGCA or 4‑H. Organize and conduct special interest activities such as trips, special events, dances, and family-inclusive outings. Involve youth and teens in the planning process to ensure activities meet their needs and interests. Collaborate with other military installations to plan developmentally appropriate regional teen activities, as applicable. Collect information regarding participant interests and needs and make recommendations for improvement.
  • Indoor/Outdoor Environment: Prepare facilities or outdoor spaces for scheduled activities and ensure all safety requirements are met. Secure necessary supplies and equipment, ensuring they are age‑appropriate and in good condition. Maintain control of indoor and outdoor equipment, games, and supplies, and store them properly.
  • Interactions and Relationships: Establish a program environment that enhances physical, emotional, social, and cognitive engagement and promotes positive interactions. Use appropriate child and youth guidance techniques to encourage social interaction, conflict resolution, and the development of self‑control, self‑motivation, and self‑esteem.
  • Supervision of Children and Youth: Provide care, supervision, oversight, and accountability for program participants in compliance with local policies and standards. Ensure activities promote the developmental growth of youth and teens.
  • Outreach: Publicise upcoming teen, fitness, and sports events and activities, and ensure opportunities are communicated and shared with families. Visit local housing areas to engage teens and encourage participation in the teen program. Assist in developing a youth sponsorship program to identify and integrate dependent youth of DoD military personnel, including newcomer orientation and peer‑to‑peer opportunities.
  • Personnel Management: Supervise a staff of three or more, typically comprising Program Assistants (CY‑1702‑I/II), GS personnel (1702‑02/03/04/05), and Operations Clerks (NF‑0303‑01/GS‑0303‑02). Initiate and implement personnel actions and support the YF Coordinator to assure quality of selection, assignments, training, promotions, disciplinary actions, and employee recognition. Support and carry out all established EEO objectives and policies, communicate support for these policies, and establish local performance standards. Resolve personnel complaints and make recommendations for corrective action as necessary.
  • Compliance: Ensure compliance with all fire, safety, and security rules and regulations. Ensure compliance with laws, policies, and regulations applicable to DoD CYP programs.
  • Additional Responsibilities: In the absence of the Youth Director, assume responsibilities and perform duties of the position under the supervision of the CYP Director. Assist in preparing grant applications for additional funding. Serve as a mandatory reporter to Family Advocacy and Child Protective Services as prescribed by local policy in cases of suspected child abuse or neglect.

Requirements

  • Position identified as a Test Designated Position (TDP); pre‑employment and random drug testing required.
  • Must pass the E‑Verify employment verification check; resolve any discrepancies.
  • Must pass a pre‑employment physical, provide evidence of immunization, be free of communicable diseases, and obtain appropriate immunization against communicable diseases.
  • Must obtain and maintain appropriate security clearance as needed.
  • Must complete required training certificates and maintain certifications or credentials required by federal, state, or national accreditation institutions used in DoD Child and Youth Programs.
  • All individuals must complete the Installation Records Check (IRC) and related background screening per DoDI 1402.05.
  • Applicants will be automatically disqualified for certain criminal convictions, including sexual offenses, child‑related offenses, felony drug offenses, and negligence resulting in serious injury or death to a child.
  • Drug‑free policy: the use of illegal drugs will result in termination and ineligibility to apply for a position within the Department of Defense for 6 months.

Qualifications

  • Combination of 3 years experience in developmentally appropriate programming and corresponding credentials OR a combination of education and full‑time experience working with children.
  • Knowledge of developmentally appropriate programs for children and youth aged 13 to 18 years.
  • Knowledge of child and youth development principles, practices, and techniques.
  • Knowledge of a variety of teen programming activities.
  • Knowledge of federal and state laws governing the detection and prevention of child abuse and/or neglect.
  • Skill in program planning, organizing, and employee scheduling.
  • Skill working with military families and understanding of military lifestyles is preferred.
  • Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
  • Ability to lead, supervise, and interact with youth and teens.
  • Ability to safeguard and account for monies and equipment.
  • Ability to maintain records and reports.
  • Ability to supervise others.

Education

  • Either a Child Development Associate (CDA) credential, Military School Age (MSA) credential, or equivalent AND 3 years of experience demonstrating competency in developmentally appropriate programming; or a 2‑year degree in Early Childhood Education, Child Development, or related field AND 2 years of full‑time experience working with children or youth; or a 4‑year degree in any of the above fields AND a minimum of 1 year of experience working with children or youth.
  • Note: If your degree has not been awarded and/or you possess certificates of completion for DoD approved competency‑based training courses, and/or a valid CDA/MSA credential(s), you must also provide a copy of your high school diploma or equivalent.
