Our client is a leading infrastructure delivery business operating across the rail, energy, highways and nuclear sectors. They are building a new Proposals/Bid Team to win further work and get onto bigger and better frameworks.

With a strong reputation for delivering complex engineering and infrastructure projects, they continue to secure major frameworks and long-term programmes across the UK. As part of their continued growth, they are looking to appoint an experienced Proposals Manager to lead the development of high-value bids and strategic tender submissions across multiple business units. This is an opportunity to play a key role in securing some of the UK's most significant infrastructure projects while working alongside senior operational, technical and commercial leaders. As part of a new team you will be instrumental in the future success of the business.

As a Proposals Manager, you will lead the development of complex and strategically important bids across the infrastructure division, supporting opportunities across rail, highways, energy and nuclear sectors. Managing the full bid lifecycle, you will coordinate multidisciplinary teams, develop winning strategies and ensure the delivery of high-quality submissions that clearly demonstrate technical excellence, commercial value and client understanding. This role would suit an experienced proposals professional who has operated within major infrastructure environments and is comfortable leading multiple high-value opportunities simultaneously.

You must be a clear communicator and someone who can write compelling Bids and Proposals which will secure future work. You will not be required to be part of a work winning team but will work in tandem with them.

The key responsibilities for this Proposals Manager role are:

  • Lead and manage the full bid lifecycle from opportunity qualification through to final submission
  • Develop winning bid strategies and submission plans for major infrastructure opportunities
  • Write, review and refine high-quality proposal content tailored to client requirements
  • Facilitate bid workshops, reviews and solution development sessions
  • Coordinate technical, commercial and operational stakeholders throughout the bid process
  • Ensure submissions remain compliant with client requirements and internal governance procedures
  • Identify key win themes and differentiators to strengthen bid quality
  • Support client presentations, interviews and post-submission activities
  • Mentor and support junior bid team members where required
  • Drive continuous improvement across bid processes and proposal quality

Experience required for this Proposals Manager role are:

  • Proven experience as a Proposals Manager, Bid Manager or Senior Bid Professional within infrastructure sectors
  • Experience managing complex, high-value tenders across engineering, construction or infrastructure markets
  • Excellent writing, editing and communication skills
  • Strong project management and stakeholder management capability
  • Experience managing multiple concurrent bids and submission programmes
  • Strong understanding of procurement routes, framework bidding and tender compliance requirements
  • Ability to influence senior stakeholders and drive bid strategy development

Desirable knowledge, skills and experience for this Proposals Manager role are:

  • Experience across rail, energy, highways or nuclear sectors
  • APMP Practitioner or equivalent bid management qualification
  • Experience using Adobe InDesign and Adobe Acrobat
  • Advanced Microsoft Office skills including Word, Excel and PowerPoint
