Position Description
This position is with the NAVSUP Business Systems Center (NAVSUP BSC), in any location
supported by the Command, and is located in the Enterprise Networks Division. The Enterprise
Networks Division provides services required by NAVSUP on the Navy & Marine Corps Intranet
(NMCI) and OCONUS Enterprise Network (ONE-NET), as well as in the Nautilus and Flank Speed
environments. Orders for those services are primarily placed via the End User Hardware (EUHW)
and Service Management Integration & Transport (SMIT) contracts. Additional contracts will be
utilized as the Navy expands its usage of Nautilus and Flank Speed. The ACTR-Cyber (Activity
Contract Technical Representative – Cyber) position supports NAVSUP by ordering NMCI/
Nautilus/Flank Speed NIPR & SIPR services and managing those services, and user accounts,
through their lifecycle to the time they are canceled and returned to the service provider.
Position Duties/Responsibilities
Responsible for the planning, coordination, and management of services and products offered on
NMCI, Flank Speed, and Nautilus and acting as Subject Matter Expert (SME) when advising the
customer on these matters. Assist end users with technical or process questions and escalate issues to
the vendors or the NAVSUP Enterprise Networks Program Management Office (PMO) when
required. Perform Asset Management, and check-in check out for all computers and devices utilized
by the customer ( Storage Devices). Coordinate the disposal of Storage Drives (
Solid State Drives) and other equipment as directed by the PMO. Provide support for devices
connected to the enterprise networks, or locally to the computers, including Video Teleconference
(VTC), Multi-Function Devices (MFD), printers, and other network and locally connected devices.
The incumbent will interface with the customer to gather and refine NMCI, Flank Speed, and
Nautilus requirements, place orders to fulfill those requirements, track and facilitate delivery, and
manage the services through their lifecycle. Changes to those products and services will be handled
by the incumbent by using the Move/Add/Change (MAC) process, or other processes, as directed by
the PMO. NMCI and Nautilus infrastructure projects requested by the customer will be fulfilled
using the existing contracts or others identified by the PMO. The creation, transfer, disablement,
deactivation, or reactivation of approved user or functional NMCI, Flank Speed, and Nautilus
accounts will be performed as required by the customer. The incumbent will interface with the
customer to gather and refine NMCI, Flank Speed, and Nautilus requirements, place orders to fulfill
those requirements, track and facilitate delivery, and manage the services through their lifecycle.

required by the customer. The incumbent must be knowledgeable about NMCI, Flank Speed, and Nautilus contracts and services. They will utilize enterprise applications such as NET, FsAST,HPSM, and others, as well as tools provided by the NAVSUP NMCI & ONE-NET program office,
that are required to order and manage products and services.
He/She will train new personnel on the use of these tools as well as process used to fulfill customer
requirements. Collaborate with the PMO Contract Technical Representative (CTR) to verify services
delivered for invoice processing performed by the PMO. Manage task orders to ensure with Navy
and DoD\’s policy and fiscal goals, as well as ensure an efficient use and distribution of resources.
Operate the CAC/PIV PIN Reset workstation. Perform Token Trusted Agent duties and coordinate
with the customer\’s human resources office to administer the Cybersecurity Workforce program.
Adminster the customer\’s NMCI share drives. Coordinate with NAVSUP BSC Mechanicsburg ISSM
staff on SAAR Processing, Incident Response, and identifying deficiencies in Information Security
Processes and Procedures.
