Safety And Occupational Health Specialist

You will serve as a Safety and Occupational Health Specialist in the Safety Office of NAVFAC Engineering CMD Mid-Atlantic.

Duties:

• You will administer and promote safety management system through development, coordination, implementation, and evaluation.
• You will coordinate with management, employees, safety offices, and other support lines to ensure consistent application and enforcement of safety policies.
• You will conduct mishap or near miss investigations involving Navy personnel and/or damage to government property.
• You will serve as a technical authority and subject matter expert of the safety program.

Requirements:

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
• Time-in-grade requirements must be met by the closing date of this announcement.
• Males born after 12-31-59 must be registered for Selective Service.
• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
• You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• The incumbent must be able to successfully complete training courses as delineated in OPNAVINST 5100.23 series and the NAVFAC Safety Community Management Plan.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
• You will be required to participate in medical surveillance programs.

Qualifications:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Evaluating work for compliance with applicable construction safety and occupational health regulations, standards, principles, and practices;
• Using mishap investigation techniques and Human Factors Analysis Classification System (HFACS) to investigate and provide recommendations;
• Developing and implementing workplace safety training;
• Using knowledge of trade occupations, machinery, and maintenance techniques to identify failures in human or equipment performance;
• Operating instruments such as sulfide detector, oxygen level indicator, and sampling pumps to detect hazardous atmospheres and working conditions.
