Performance Assessment Representative

You will serve as a Performance Assessment Representative in the FACILITIES SERVICES TECHNICAL SUPPORT of NAVFAC ENGINEERING CMD MID-ATLANTIC.

Duties

• You will analyze contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance).
• You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
• You will attend and assist with pre-proposal site visits and pre-proposal conferences.
• You will review contractor invoices against inspection reports and recommend approval, disapproval, or appropriate payment adjustments based on contract performance.
• You will conduct on-site assessments to observe work performance and methods employed to ensure compliance with specifications and drawings.
• You will prepare government cost estimates for task orders and minor modifications using industry/DoD accepted standards.

Requirements

• Must be a US Citizen.
• Must be determined suitable for federal employment.
• Must participate in the direct deposit pay program.
• New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check.
• Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level.
• Time-in-grade requirements must be met by the closing date of this announcement.

• You will be required to obtain and maintain a current valid United States driver’s license.
• You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty.
• Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
• You will be required to participate in medical surveillance programs.
• You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
• You will be required to successfully complete a pre-appointment physical examination.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
• You must be able to travel on military and commercial aircraft for extended periods of time.
• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• Utilizing Performance Assessment Methodology and applying assessment methods of contractor's work against measurable performance standards;
• Preparing Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs) to assess compliance with contract specifications, and assist in identifying solutions to technical performance problems;
• Performing a variety of administrative/operational functions to include planning, organizing, and facilitating necessary meetings with customers and contractors with oversight;
• Preparing cost estimates and reviewing an electronic invoicing system such as Wide Area Workflow (WAWF).

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

• Successful completion of a master's or equivalent graduate degree OR
• Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR
• Possession of an LL.B. or J.D. that is related to this position being filled.
• A combination of experience and graduate education as described above that equates to one year of experience.
