This is a nationally significant technical role, central to ensuring that NRW and its partners have access to the trusted, high quality data required to protect people, property, and the environment across Wales.

As NRW's senior technical expert, you will set the strategic direction for the organisation's telemetry capability, shaping its future development, assuring its resilience, and defining the standards that underpin operational delivery. You will provide technical leadership for the delivery of high quality telemetry services that support flood risk management, incident response, and water resources, enabling timely, evidence based decision making in both routine and high impact scenarios. You will also act as NRW's designated telemetry system manager. This includes ensuring alignment with data, digital, and IT standards, overseeing risk management, and continuous improvement so NRW's telemetry services remain robust, secure, and capable of meeting future challenges.

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

What you will do:

  • Lead on ensuring that the telemetry service is maintained, managed and optimised to collect, archive and provide timely data to NRW staff, external partners and business systems.
  • Lead strategic development of the telemetry system and connected services to meet current and future requirements of NRW, horizon scanning new technologies and future service requirements.
  • Lead the development of policies, standards and guidance for telemetry in Wales.
  • Lead the development of appropriate procedures, guidance and training to support the maintenance and management of the telemetry system and connected services.
  • Be the principal provider of technical advice to the business and external customers in matters related to telemetry and associated technologies.
  • Develop and implement specialised system components and complex configurations.
  • Lead the development and management of projects to evaluate and improve the telemetry system and services provided.
  • Ensure that the needs of telemetry users are understood, and appropriate service enhancement backlogs, prioritisation, consultation and review processes are established.
  • Establish, build and maintain strong relationships with internal and external stakeholders plus UK public agencies delivering comparable telemetry services.
  • Act as a coach and mentor to the telemetry team, assisting the Team Leader in workforce planning and technical competency development of the team.
  • Contribute to the delivery of an incident management service by undertaking the role of the Telemetry Duty Officer.
  • Undertake health and safety duties and responsibilities appropriate to the post.
  • Be committed to Natural Resources Wales Equal Opportunities and Diversity Policy.
  • Be committed to your own development through the effective use of your personal development plan.
  • Required to take part in incident response activities.
  • Any other reasonable duties requested commensurate with the grade of this role.

Your qualifications, experience, knowledge and skills:

  • Established record in the use, configuration, and optimisation of wide-area telemetry and SCADA systems.
  • Previous experience of Inductive Automation's "Ignition" platform would be desirable.
  • Commitment to keep up to date with changing policy and proposed changes to legislation.
  • Skilled in the use of programming and data analytics tools such as Python, SQL and Power BI within a telemetry / SCADA environment.
  • Expert knowledge of telemetry instrumentation, measurement systems, and associated standards.
  • Experience of establishing and maintaining strong networks across internal teams, external partners, and stakeholders.
  • Strong decision-making, analytical and problem-solving skills.
  • Budget and project management skills and experience suitable for managing the delivery of projects.
  • Able to work independently, demonstrating innovation, initiative and an ability to develop, or be receptive to, new ideas and creative solutions.
