The role
Wales is leading the way in building a circular economy-and there\'s never been a more exciting time to be involved in waste regulation. Welsh Government\'s \' Beyond Recycling Strategy\' sets out an ambitious plan for a zero waste, low carbon future, and we\'re putting that vision into action through a wide range of reform programmes. We\'re looking for motivated individuals to join our team, providing specialist programme and project support to help embed our delivery approach.
You\'ll be central to the success of major regulatory reforms, including the Digital Waste Tracking Service (WTS)-a UK-wide system designed to trace what happens to waste, supporting smarter, more effective regulation. These roles will suit individuals with strong communication and stakeholder engagement skills, alongside experience in project or programme delivery. You\'ll work collaboratively across the organisation and with external partners to help drive regulatory innovation, shape policy, and improve environmental outcomes.
You\'ll also have the opportunity to contribute to a range of key areas, including:

• Supporting new regulatory duties under Welsh Government reforms-such as the Extended Producer Responsibility (Packaging/Batteries/WEEE), Deposit Return Scheme, Waste Tracking, and Workplace Recycling Regulations
• Contributing to the strategic use of waste data and evidence
• Shaping the way we regulate the waste industry and embed new regulatory duties within the business
• Helping define waste policy and apply regulatory clarity around the reforms
• Promoting the circular economy and the sustainable management of natural resources in Wales

As an organisation we support flexible working. You will be contracted to the nearest NRW office to your home and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
The role sits within the Waste Regulatory Reform programme team which has been set up to support Welsh Government\'s programme of legislative waste reforms and design and implement regulatory delivery models to ensure we are able to fulfil our new statutory duties. We work closely with the Waste Policy team and we sit within the Evidence, Policy & Permitting Directorate\'s Regulatory Policy and Approach group.
What you will do

• Support the team in building effective working relationships and new ways of working with groups from across the organisation to achieve best delivery of corporate objectives;
• Support the technical development of Innovative \"regulatory methods\"; to deliver the \"regulatory outcomes\" NRW seeks.
• Interpret data and observations to ensure compliance with regulatory requirements and industry guidelines and advise accordingly.
• Evaluate current and proposed codes, standards, regulations, and guidelines to determine the impact on current and future programs and activities.
• Lead on or support national projects to achieve well planned and managed integrated solutions that progress effective change and improvement in NRW and for business across Wales.
• Apply continuous improvement methods to the work areas you undertake.
• Develop, review and improve technical documentation, to enable consistent and appropriate understanding and application by staff in the business that enables effective service provision.
• Undertake health and safety duties and responsibilities appropriate to the post

Your qualifications, experience, knowledge and skills
In your application and interview you will be asked to demonstrate the following skills and experience using the STAR method .

Knowledge of Welsh, UK and EU legislation related to your specific sector(s); Welsh, UK government Policy drivers in your specific sector(s).

Experience in informing and influencing government departments/regulators, preferably on environmental issues.

Experience in forming and maintaining close links with internal and external partners/stakeholders to deliver the outcomes of both a specific function/project/team and the wider organisation.

You\'ll have good communication skills so that you can convey complex technical and regulatory issues to a wide range of audiences, using strong communication and networking skills to influence, or help deliver outcomes through, partner/stakeholder organisations.

Experience of understanding and applying regulatory activities.

Be able to work at pace and have a track record of delivery.

Being innovative and demonstrating drive to achieve targets.

You will be expected to keep up to date with changing regulatory policy and proposed changes to legislation via membership of a relevant professional body or other equivalent means.

Welsh Language Level requirements:

• Essential: Level A1 - Entry level (able to use and understand simple, basic phrases and greetings, no conversational Welsh)
