The predicted salary is between 46300 - 55000 Β£ per year.

The role involves supporting the development phase of an ambitious five-year programme focused on restoring ecological and community resilience across the Teifi catchment through collaborative, non-regulatory interventions. You will contribute to the successful delivery of the development phase by supporting agreed objectives, targets, and milestones, and ensuring accurate progress reporting.

You will lead on the financial administration of the programme, ensuring that all processes are delivered effectively and in compliance with the requirements of the National Lottery Heritage Fund (NLHF) and other external funders. This includes maintaining robust financial records and ensuring adherence to Natural Resources Wales (NRW) policies and procedures, including procurement, health and safety, and wellbeing standards.

As an organisation, we support flexible working. You will be contracted to the nearest NRW office to your home, and a suitable hybrid working pattern will be agreed upon appointment. Any regular face-to-face meetings or training will be planned in advance.

What you will do:

  • Take the lead responsibility for finance and administrative duties for a 24-month development phase and a potential five-year delivery phase.
  • Compile and monitor the project budget and report on spend and forecasted spend.
  • Assist the Project Manager in maintaining the project risk register, monitoring existing project risks and recording emerging risks.
  • Ensure that project spend is in line with the budget and report on any significant departures from the budget to the Programme Manager.
  • Ensure that NLHF guidelines on expenditure are followed and that supporting documentation complies with the requirements of all external funders.
  • Support Teifi Fyw partners in the preparations of their claims to NRW.
  • Improve ways of working and offer suggestions for change.
  • Support the Programme Manager in preparing progress reports and claims for Welsh Government and other external funders.
  • Work with the programme team and under the guidance of the Procurement Team to set up framework contracts where necessary.
  • Undertake health and safety duties and responsibilities appropriate to the post.

Your qualifications, experience, knowledge and skills:

  • A sound administrative and financial background with knowledge of accounting systems and standards.
  • Accounting Technician Qualification or Qualified by Experience.
  • Knowledge of 'Managing Welsh Public Money' Principles & HMT's 'Classification of Receipts'.
  • Experience balancing financial governance requirements with a practical, solutions-focused approach.
  • IT literate and fully conversant with Microsoft Excel.
  • Strong interpersonal, verbal and written communication skills.
  • Effective self-management and organisational skills.

Welsh Language level requirements:

Essential: Level A1 - Entry level Welsh language levels. If you do not meet the A1 requirement, NRW offers a variety of learning options and staff support to help you meet these minimal requirements during your employment.

Additional Information:

Successful applicants will be subject to a satisfactory Disclosure and Barring Service Check (DBS). Appointments are normally made within 4 to 8 weeks of the closing date. Natural Resources Wales is unable to offer visa sponsorship for this position.
