The role
This is an unique opportunity to lead NRW\βs development of policy, strategy and delivery of the National Environment Programme (NEP) for Wales as part of Ofwat\βs Price Review process. Focussed on water sector delivery but joining up to facilitate the sustainable management of natural resources (SMNR) you will lead interaction with Welsh Government\βs Water Strategy, Ofwat\βs Price Reviews and with the Environment Agency and Natural England on the England Water Industry NEP (WINEP).
You will work across Wales from director to officer level influencing national level policy through to operational delivery at a site scale. Manage a programme that has realised Β£1.7billion of investment in water sector environmental improvements, this is an exciting opportunity for a practical, strategic minded individual to drive forward environmental improvements in Wales and to establish policy and opportunities for water sector investment for 2030 to 2035.
The role will have a pivotal role in delivery of Welsh Government\βs decisions based on the Independent Water Commission Review led by Sir Jon Cunliffe.
As an organisation we support flexible working. You will be contracted to an NRW office within the place base / location above and a suitable hybrid working pattern will be agreed on appointment. Any regular face to face meetings or training will be planned in advance.

About us
A member of the Integrated Water Planning team you will be part of the Environmental Permitting and Policies Directorate. The team\βs remit covers the Water Framework Directive Regulations, geomorphology, water quality modelling, River Basin Management Plans, programme management for the Welsh Government Nature and Climate Emergencies (NACE) fund and lead for the NEP and interaction with Ofwat. The team is located across Wales, delivering work for Wales.
What you will do
- Lead and project manage specific and complex issues that require development of NRW policies, strategies, plans, programmes including support on casework that is novel, contentious or of high public interest.
- Provide statutory advice to WG and other bodies in Wales and the UK as appropriate, and in-turn review and advise on the produced policy, plans and strategies.
- Retain ownership and oversight of Water policy area to ensure integrity of NRW approaches with Welsh Government, Central Government and EU Policy intent.
- Advise on evidence needs and opportunities, commission evidence & project manage evidence projects, in line with the agreed evidence programme.
- Maintain a detailed working knowledge of the assigned sector(s) identifying the implications of legislative, technology and market changes for Natural Resources Wales and the sector(s).
- Contribute to task and finish groups, commissioned through the Business Boards, to prepare defined products as required.
- Steer the overview and ownership of engagement with Welsh Government on the specific policy areas related to integrated water planning.
- Collaborate with the Team Leader to develop and deliver an agreed Personal Development Plan.
- Undertake health and safety duties and responsibilities appropriate to the post
