Job Purpose: As Asset Operator and Technical Services customer focal point, manage the delivery of H24/365 operational Facilities Services at designated Airport and CNS sites within budget and SLAs, ensuring legislative compliance, industry best practice, and value for money while meeting operational safety and business assurance requirements. Manage sustainment and/or minor new works and Work Packages at the sites in support of NATS’ requirements.
Principle Accountabilities:
- Manage the safe and effective delivery of all building, power and environmental services to all designated Airport and CNS sites, either directly or through contractors, in compliance with NATS Management System, CAA, and HSE Regulations and in accordance with business and operational requirements for the benefit of all stakeholders.
- Provide expert Facilities Services Operating Authority knowledge for all designated Airport and CNS sites and systems, acting as site focal point in relation to service delivery, real estate, H&S, energy management, site sharing, etc.
- Prepare for and participate in Asset Health Reviews providing input to Service Value Management Plans that optimises the balance between service delivery assurance, asset lifecycle, risk and investment requirements.
- Discharge effectively the Asset Operator accountabilities for designated Facilities services and systems ensuring service performance is delivered and that systems and assets are well maintained throughout their lifecycle.
- Provide and manage an out-of-hours on-call and call-out service in compliance with NATS procedures and agreements so that Technical Service Managers have H24 access to technical advice and support.
- Comply with NATS H&S Policies and Standards, specifically; Act as Responsible Person Electrical (RPE), as per NATS H&S Policies and Standards, for the high voltage (HV) and low voltage (LV) electrical distribution network and Authorised Person (AP) for LV to ensure compliance with statutory requirements, in particular the Electricity at Work Regulations 1989.
- Act as Competent Person (CP) for Legionella, as per NATS H&S Policies & Standards, for water systems to ensure compliance with statutory requirements, in particular HSE ACOP L8 Regulations.
- Manage the FM support Contract(s) scope and requirements ensuring delivery in accordance with the contract and that technical and policy changes are incorporated promptly.
- Act as a Work Package Manager on designated major Airports, CNS and sustainment projects, managing financial and human resources, preparing and coordinating plans for completion and controlling WP tasks.
Qualifications & Skills:
- The applicant is expected to hold, as a minimum an HND (or equivalent) in either Mechanical or Electrical Engineering, and have in-depth knowledge and experience of facilities services engineering systems and assets.
- Applicants not holding the expected qualification but who have undertaken structured Engineering training, e.g. CAA Bletchley or apprenticeship recognised by a professional body, and have extensive engineering experience will be considered.
- Good interpersonal and management skills with a strong customer focus.
- Ability to operate and influence within a dynamic and changing business environment.
- Managerial competence to manage suppliers and contractors.
- Experience in the operation and maintenance of resilient/redundant Facilities systems and assets.
- Familiar with appropriate legislation, regulations, and standards and NATS H&S policies.
- Thorough understanding of the application of NMS/SMM to operational Facilities systems and assets.
- Ability to communicate effectively both orally and in writing and able to analyse situations and produce accurate reports on both management and technical issues.
Due to the travel required to other NATS sites, this role is best suited to candidates located within an hour of Stansted Airport.
