As part of the National Wealth Fund’s (NWF) mission to support the net zero transition and drive local and regional economic growth, the Local Authority (LA) function plays a key role in supporting local authorities to make complex and innovative infrastructure investments. Through the NWF’s Regional Project Accelerator service, the LA function supports local authorities through Strategic Partnerships, provides financial and commercial advice to regionally important projects, and delivers a knowledge service to all local authorities, alongside the provision of low-cost lending for projects within our mandate.

The Local Authority Analyst will work across our LA advisory and lending services, supporting the deployment of NWF’s capital and collaborating with teams, both within NWF as well as local and regional authorities e.g. MCAs. Focus areas include buildings decarbonisation, district heat networks, transport, and place-based regeneration, with scope to expand as NWF’s remit evolves. This Analyst role will support Managers, Assistant Directors, and Directors to deliver a portfolio of advisory projects and lending deals with local and regional authorities.

Location: The role is Leeds based but regular travel will be required across the UK to work with NWF’s local and regional authority partners.

Salary: £32,500 - £35,500

Core Role Accountabilities:

  • Project advisory tasks – supporting a range of projects predominantly during the business case development phase.
  • Supporting lending transactions – involvement in lending projects by supporting specific aspects of each deal.
  • Managing and prioritising workload – supporting aspects of a number of advisory projects or lending deals simultaneously.
  • Undertaking due diligence - assessing the risks, merits, and impact of lending deals.
  • Facilitating relationship management – supporting relationship management with local authorities, MCAs, and city regions.
  • Reporting and record keeping - developing and maintaining oversight of advisory engagements and lending deals.
  • Researching and developing materials – undertaking research and developing high-quality materials to support impartial commercial and financial advice.
  • Working flexibly – supporting other commensurate tasks that contribute to our overall objectives and business plan.

Knowledge, Skill And Experience Requirements:

  • Knowledge and/or experience of local and central government bodies; and/or net zero and/or economic growth project delivery; and/or project finance/infrastructure transactions.
  • Highly numerate with an ability to comprehend complex financial information.
  • Excellent written and verbal communication skills.
  • Ability to develop strong working relationships with internal and external stakeholders.
  • Experienced in undertaking independent research and presenting findings.
  • Ability to solve complex problems as part of a team.
  • Experienced in checking work for errors.
  • Ability to identify gaps in skills and knowledge and implement plans for continued professional development.
