Our world-leading Time & Frequency department and NTC Programme are seeking an Environments Manager with proven expertise in managing both hardware and platform environments. This is an exceptional opportunity to join the global authority in precision timing at a defining moment for UK digital infrastructure. Backed by a government investment of £180 million in the National Timing Centre (NTC) programme, we are developing a world-first resilient time distribution capability that will provide industry with a robust complement to satellite systems (such as GPS) which are increasingly vulnerable to disruption from solar storms, jamming and spoofing. This will underpin essential services, including:

  • Telecommunications
  • Online banking
  • Emergency response
  • Transport networks
  • Wider digital and data-driven operations

Together, these services form the backbone of modern society - and your leadership will help ensure they remain secure, reliable and robust even if global navigation satellite systems fail.

Key responsibilities:

  • Design and own the end-to-end environment management model - Design, implement, and own the full lifecycle of IT delivery environments (including development, test, staging, production, and any other lower level test and dev environments) and associated hardware and platform environments, ensuring they are provisioned, configured, governed, technically monitored, and decommissioned in line with programme schedules, release plans, and availability requirements.
  • Process ownership for environment governance and control - Define, implement, and enforce environment standards, access policies, and usage conventions, owning environment documentation, capacity planning, and availability forecasting, and ensuring controlled, auditable management of all environment types.
  • Lead environment stability, incident resolution, and change - Act as the primary escalation point for environment-related incidents and risks, assuming responsibility and leading triage and resolution activity across delivery and operational teams, and coordinating environment-related change through formal change and configuration control processes to minimise disruption and protect delivery integrity.
  • Lead asset lifecycle management and assurance - Own and implement end-to-end asset management in line with ISO 55000 principles, covering procurement support, tracking, audit, risk management, reporting, and compliant disposal of programme assets, and providing accurate management information on asset condition, utilisation, cost, and risk for both hardware and software.
  • Work in partnership with the config and change manager to ensure system stability and controlled change.

About You

To be successful in this role, you will have the following skills, experience, and qualifications:

Essential:

  • Demonstrable, recent experience owning and managing complex IT delivery environments across the full lifecycle (development, test, staging, production); including availability, stability, access control change within delivery-critical or regulated settings.
  • Relevant qualifications and/or formal training aligned to environment, configuration, or service management (e.g. ITIL).
  • Working knowledge of configuration management practices and asset management principles (e.g. ISO 55000).
  • Proven experience designing, implementing, and owning configuration management frameworks; including CMDBs (or equivalent), configuration baselining, and audits.
  • Formal configuration control within complex programmes or environments.
  • Evidence of managing the full lifecycle of IT and physical assets (including laboratories or specialist environments).
  • Strong control of asset tracking, audit, risk (e.g. obsolescence), and compliant disposal.
  • Experience operating as a process owner or senior practitioner, working across engineering, delivery, and operational teams, with the ability to lead incident resolution, manage risk, and balance delivery pace with stability, assurance, and control.

Desirable:

  • Experience with Jira service management.
  • Familiarity with Netbox.
  • Familiarity with electrical and IT installation standards (such as BS7671).
  • Experience working with novel technologies.
  • Awareness or experience with ISO 9001 and 17025.
