Capital Planning Project Manager in Worcester

Worcester Acute Hospital Trust provides healthcare for the population of Worcestershire across 3 main sites: Worcester Royal Hospital, Alexandra Hospital Redditch, and Kidderminster Hospital and Treatment Centre. Each site has its own challenges with building condition and development opportunities. Worcestershire Acute Hospitals NHS Trust is seeking an experienced and motivated Capital Project Manager (Band 7) to join our Capital Planning Team and support the delivery of a diverse and challenging Trust-wide Capital Programme.

This is a key role responsible for managing a portfolio of capital projects from inception through to completion, ensuring delivery to time, cost, and quality standards while maintaining full compliance with statutory, regulatory, and Trust requirements. The post holder will work closely with clinical, operational, and estates colleagues to ensure projects are delivered safely, efficiently, and with minimal disruption to patient care.

Main duties of the job:

• Manage and deliver a portfolio of capital projects of varying scale and complexity across all Trust sites.
• Lead projects from briefing, feasibility, and business case development through procurement, construction, commissioning, and handover.
• Prepare and manage Project Initiation Documents, programmes, budgets, and cashflows.
• Monitor performance against scope, programme, cost, and quality, managing change in line with Trust governance and controls.
• Act as the main point of contact for clinical, operational, and corporate stakeholders, consultants, and contractors.
• Ensure early and ongoing engagement with Infection Prevention & Control, Fire Safety, Health & Safety, Digital, and Facilities teams.
• Ensure full compliance with statutory requirements including CDM Regulations, HTMs, HBNs, Building Safety Act, and Trust policies.
• Manage external consultants and contractors, including performance management and compliance with Control of Contractors procedures.
• Prepare reports, risk registers, and updates for Project Boards and senior stakeholders.
• Support capital planning activity including annual programme development and the Estates five-year plan.
• Ensure effective commissioning, handover, and post-project evaluation, including documentation and asset information updates.

The post holder will be expected to be on site a minimum of 3 days a week, and whenever they have contractors on site unless alternative arrangements are made.

Role:

The Postholder will be part of the Capital Planning Team and be integral to ensuring the delivery of the Trust Wide Capital Programme. Responsible for successfully delivering Capital Projects to time, quality, and cost.

Person Specification:

Personal Qualities:

• Prioritisation: able to manage work of self and others to accommodate competing priorities and meet demands.
• Proactive, positive, and collaborative approach to working with multiple teams.
• Ability to remain calm and professionally manage situations when dealing with competing challenging opinions.
• In possession of a valid UK driving licence and access to a vehicle to travel between all 3 Trust Sites.

Experience:

• Evidence of successful delivery of projects to required scope, time, quality, and cost.
• Experience of working in Capital Project management.
• Experience of managing projects in challenging complex environments.
• Demonstrable skill in MS Office, especially Word, Excel, and Teams.
• Experience in managing both construction contractors and external support consultants such as Contract Administrators.
• Evidence of ability to manage project budgets and cashflow.

Skills/Knowledge:

• Proven knowledge of RIBA Plan of Work.
• Demonstrable skills in Project Management processes, including change control methodology.
• Understanding of CDM and Building Safety Act regulations and your role in them.

Qualifications:

• Educated to degree level or equivalent experience in building services/construction project management.
• Project Management Qualification, such as PRINCE2, or APM.
• Or-Apprenticeship in Project Management level 4.
