Overview

In this Finance Manager role, you will support Birmingham & Solihull and Black Country Cluster by delivering accurate financial information and advice across Acute and Community budgets. You will help plan, monitor, and report resources to enable informed decision-making and value-for-money. You’ll work as part of a broader finance team with a flexible approach, contributing to financial strategy and new models of care to support organisational objectives and statutory duties. This position offers impact across commissioning, planning, and performance management within the NHS IC Board. You will engage with cross-functional partners to drive financial discipline and improvement.

Responsibilities

  • Provide financial management, advice and analysis across Acute and Community budgets
  • Support planning, monitoring, forecasting and reporting for informed decision-making
  • Maintain complex financial and forecasting models for proactive budget management
  • Coordinate internal and external reporting and returns
  • Set budgets for programme areas and communicate methodologies to non-financial budget holders
  • Meet with budget holders to validate budgets and identify cost pressures
  • Contribute to development and delivery of financial strategy
  • Lead monthly working papers for performance reporting against budget
  • Plan and report on placed-based financial performance (e.g., better care funds, neighbourhood programmes)
  • Provide year-end forecast information and adapt to local reporting areas
  • Assist team with ad hoc requests and provide specialist portfolio guidance
  • Contribute to new models of care and community programme investments
  • Collaborate with Planning & Strategic Investment to set annual budgets
  • Identify mitigating actions with commissioning leads to keep costs within budgets
  • Support transformational business cases to deliver strategic priorities
  • Develop and maintain systems for recording, reconciling, forecasting and reporting performance
  • Negotiate contracts with acute and community providers ensuring value for money
  • Deputise for Senior Finance Managers as needed
  • Support Freedom of Information requests with financial input
  • Contribute to statutory annual accounts
  • Develop management information to aid decision making
  • Investigate variances and implement solutions
  • Ensure SFIs compliance and report any breaches or fraud
  • Adhere to NHS guidelines and professional judgement in sensitive issues
  • Contribute to HFMA network and One NHS Finance accreditation
  • Provide cross-cover for the Finance Management function

Key requirements

  • Knowledge and experience of NHS Finance management and operating model
  • Understanding of healthcare policy aims
  • Experience with Microsoft Office (intermediate keyboard skills)
  • Ability to analyse, interpret and communicate financial information from large data sets under deadlines
  • CCAB or CIMA qualification or equivalent experience
  • Evidence of continuing professional development
  • Ability to travel across sites
  • Ability to work autonomously and under changing timescales
  • Strong communication and negotiation skills
  • Experience with NHS contracts and NHS payment rules (desirable)
