Overview

In this role you will shape neighbourhood health commissioning and transformation across the Frailty, Palliative and End of Life Care pathways within the Birmingham, Black Country and Solihull ICS. You will lead strategic planning, stakeholder engagement and service improvement to reduce inequalities and improve outcomes, safety and experience. You will oversee budgets, staff development and cross-system collaboration, deputising for the Head of Programme to drive value and impact. This is a mission-critical position at scale, combining policy insight, analytical rigour and change leadership to deliver high-quality, cost-effective care.

Responsibilities

  • Develop neighbourhood health strategic commissioning frameworks across portfolio areas
  • Engage NHS providers, primary care, local authorities and partner agencies
  • Lead and coordinate projects with risks, resources and dependencies
  • Provide data analysis to support decision-making and business cases
  • Contribute to policy review, best practice, and research/innovation initiatives
  • Manage budgets and ensure value for money and governance
  • Prepare reports and presentations for senior leaders and boards
  • Lead, support and develop staff including performance management
  • Deputise for the Head of Programme Frailty and End of Life Care when required
  • Maintain up-to-date knowledge of healthcare policy and national priorities

Key requirements

  • Masters level education or equivalent senior experience
  • Experience of planning across short, medium and long-term timeframes
  • Experience interpreting national policy and implementing it locally
  • Budget management and financial governance knowledge
  • Understanding of healthcare policy and engagement implications
  • Proficiency in Microsoft Office with intermediate skills
