We are looking for an experienced and motivated Programme Manager to lead the delivery of complex transformation programmes within a dynamic and evolving environment. This is a pivotal role that sits at the heart of organisational change, requiring someone who can successfully bridge strategy and delivery while working across a wide range of stakeholders.

As Programme Manager, you will be responsible for translating strategic priorities into clear, deliverable plans and ensuring these are implemented effectively. You will oversee multiple workstreams, balancing competing priorities while maintaining a strong focus on outcomes, quality, and impact. This role demands a high level of organisation, the ability to think strategically, and the confidence to operate in a complex and sometimes ambiguous landscape.

You will work closely with senior leaders, operational teams, and partners to coordinate activity, drive progress, and ensure alignment across all aspects of the programme. The role also requires a strong focus on collaboration, as success will depend on building trusted relationships and enabling others to deliver change alongside you.

A key part of this role is leading the day-to-day management of programmes from inception to delivery and evaluation. This includes developing clear programme plans that map timelines, milestones, dependencies, and deliverables, ensuring alignment to objectives and consistent progress tracking.

Maintain programme infrastructure, including risk and issue logs, reporting frameworks, and governance documentation. Requiring strong attention to detail and a proactive approach to identifying and managing risks. You will take a solution-focused approach to resolve issues and maintain momentum.

You will act as a key contact, working with internal and external partners, facilitating meetings, managing expectations, and ensuring stakeholders remain informed and aligned. You will communicate confidently with a range of audiences, adapting your style as needed.

You will also support governance and assurance processes, developing reporting structures, prepare briefings, and provide updates on progress, risks, and performance. A strong focus on performance and impact, using data to monitor progress, identify improvements, and ensure delivery of tangible benefits over time.

Job responsibilities:

  • Lead the operational delivery of complex system-wide transformation programmes across all stages of the lifecycle.
  • Develop and maintain a comprehensive programme plan aligned to agreed milestones.
  • Coordinate delivery across multiple workstreams including workforce and team development, operational and service delivery activities.
  • Ensure delivery is aligned to agreed programme objectives, metrics, and benefits.
  • Establish and maintain programme documentation including plans, RAID logs, benefits frameworks, and reporting dashboards.
  • Apply structured programme management methodologies to ensure delivery discipline.

Person Specification:

  • Qualifications: Evidence of continuous professional development; Educated to degree level or equivalent experience in a relevant role; Project or programme management qualification (e.g. Prince2 Foundation, APM) or equivalent experience.
  • Personal Qualities: Adaptable and resilient in a dynamic working environment; Enthusiastic, creative, and self-motivated; Commitment to improving patient outcomes and reducing inequalities; Collaborative and inclusive approach to working.
  • Other Requirements: Right to work in the UK; Flexible to attend in-person meetings/events across Somerset; Car driver with willingness to travel within the county as required.
  • Experience: Significant experience in programme or project management within the NHS or health/social care; Experience delivering transformation programmes across multiple organisations; Strong understanding of Primary Care, PCNs, and Integrated Care Systems.
  • Knowledge and Skills: Strong programme planning and organisational skills; Excellent communication and presentation skills; Ability to influence and build relationships across organisational boundaries.
