Overview
In this role you lead the Shropshire Pay Services under a shared service model across three NHS Trusts, guiding payroll, pensions and expenses with a focus on accuracy, efficiency and customer satisfaction. You act as the technical lead on payroll matters, interpreting policies and driving service quality. You will manage a large, multi-site team and collaborate with stakeholders to deliver a compliant, cost-effective payroll function that supports compassionate, patient-centred care.

Responsibilities
- Manage the Pay Services Department to deliver cost-effective, efficient, and responsive payroll services
- Act as the lead specialist for all payroll matters and provide technical guidance on payroll, pensions, and expenses
- Interpret national and local policies and ensure adherence across the payroll function
- Lead and develop a large, cross-functional team to maintain high customer satisfaction and service quality
- Monitor performance using KPIs and drive improvements across the service
- Collaborate with NHS partners to ensure alignment with service level agreements and governance
Key requirements
- Masters level qualification in Payroll Management or proven relevant experience
- CIPP qualification with substantial post-qualification experience
- Detailed knowledge of pay legislation (tax, NI, sickness, maternity, salary sacrifice, liability orders)
- Proven NHS-level or large-organisation payroll management experience with a customer-focused approach
- Strong leadership and change-management skills with ability to motivate and manage large teams
- Experience designing and using KPIs to monitor service performance
