Seren Gobaith is a newly commissioned, state-of-the-art 62-bedded mental health hospital in Rhyl, North Wales. The hospital comprises five specialist wards: an 8-bedded Low Secure Unit (Male), two 11-bedded Locked Rehabilitation wards (Male and Female), and two 16-bedded Acute Admission wards (Male and Female).

The Registered Hospital Manager is the Healthcare Inspectorate Wales (HIW) Registered Person and is accountable for the day-to-day operational, clinical, and regulatory leadership of the hospital. You will lead a multi-disciplinary workforce of approximately 100 staff, ensuring the delivery of high-quality, recovery-focused, person-centred care that meets and exceeds the Independent Health Care (Wales) Regulations 2011, National Minimum Standards, and all relevant Welsh legislation.

You will be the visible, values-driven leader who sets the culture of the organisation, champions the Welsh language and Active Offer principle, and ensures every patient receives dignified, therapeutic care rooted in recovery and responsible risk-taking.

Main Duties of the Job:

  • Serve as the HIW Registered Manager, maintaining full compliance with the Independent Health Care (Wales) Regulations 2011 and National Minimum Standards.
  • Lead, inspire and develop a skilled workforce across nursing, support, administration and ancillary teams.
  • Embed robust clinical governance, safeguarding, quality assurance and risk management frameworks.
  • Oversee a flexible staffing model supporting five wards including Low Secure, Acute Care, Locked and rehabilitation environments.
  • Champion the Active Offer principle ensuring Welsh language services are proactively available.
  • Manage budgets, rosters and resource allocation efficiently.
  • Act as the primary point of contact for HIW, commissioners, families and external stakeholders.
  • Drive continuous improvement through audit, patient feedback and staff development.

Person Specification:

Qualifications:

  • Current professional registration with the NMC, HCPC, or Social Work Wales.
  • Level 5 Diploma in Leadership for Health and Social Care (or equivalent), or a willingness to achieve this qualification within an agreed timescale.
  • Substantial post-registration experience in mental health inpatient or acute settings, with demonstrable experience at a senior leadership level.
  • Proven experience of leading and managing regulated health or social care services, with previous HIW registration experience highly desirable.
  • Thorough working knowledge of the Independent Health Care (Wales) Regulations 2011, National Minimum Standards, and HIW inspection frameworks.
  • Strong financial, operational, and people-management skills, with experience of managing budgets and workforce planning.
  • Excellent communication, interpersonal, and leadership skills, with the ability to inspire and motivate a large multi-disciplinary team.
  • Demonstrable commitment to the Active Offer principle and Welsh language services.
  • Full understanding of the Mental Health Act 1983, Mental Health (Wales) Measure 2010, and Mental Capacity Act 2005.
  • Enhanced DBS clearance (or willingness to obtain prior to commencement).

Desirable:

  • Experience of developing new services or leading significant service improvement programmes.
  • Welsh language skills (or a clear commitment to develop Welsh language skills).
  • Management or leadership qualification at Level 7 or equivalent (e.g., MSc, MBA, or Postgraduate Diploma).
  • Previous experience of supporting or leading HIW inspections and regulatory processes.
  • Experience of working within Low Secure or locked rehabilitation environments.
