Overview
In this role you will provide strategic and operational leadership for large-scale transformation programmes across Surrey. You will design, mobilise, implement, and evaluate complex programmes to deliver agreed objectives, benefits realisation, and financial performance. You will collaborate with GP Federations, PCNs, practices and system partners to create sustainable care models and improve outcomes for patients and populations. You will operate at senior level, influencing across boundaries and guiding programme delivery while supporting neighbourhood and at-scale NHS delivery.

Responsibilities
- Strategic leadership: shape and deliver strategic programmes aligned to objectives and develop business cases and investment proposals.
- Programme and project delivery: manage multiple complex programmes from initiation to evaluation, with governance, plans, milestones, risks and benefits frameworks.
- Stakeholder management: build relationships with federations, PCNs, GP practices, ICBs, NHS England, providers, authorities and patient groups; represent DHC in forums.
- Performance and benefits management: define and monitor KPIs, realising benefits and escalate risks with solutions.
- Financial management: support budgeting, financial planning, and value-for-money delivery; contribute to funding bids and contract monitoring.
- Governance and risk: ensure governance compliance, maintain risk registers, and support regulatory requirements.
- People leadership: provide leadership to staff, foster a high-performing culture, coach and mentor, and manage recruitment and development.
- Communication and relationships: effectively communicate complex information and influence senior stakeholders across organisations.
Key requirements
- Significant programme management experience within the NHS or healthcare sector
- Experience leading complex transformation programmes involving multiple organisations
- Experience developing business cases and securing stakeholder approval
- Experience presenting to Boards and senior committees
- Experience managing programme budgets and resources
- Experience leading multidisciplinary teams and influencing without direct authority
- Educated to Master's level or equivalent; continuing professional development
- Knowledge of NHS structures, commissioning and provider arrangements; Primary Care Networks and General Practice
