The Electro Medical Equipment Manager will provide senior technical leadership, operational management and assurance for the Trust's medical equipment management service. The post holder will be responsible for the safe, effective and compliant operation of the Medical Equipment Workshop, ensuring robust oversight of planned preventative maintenance, corrective repairs, medical equipment management, equipment availability, safety actions, incident investigation and supplier performance.
The role will also lead service improvement, governance, workforce competence and the development of standardised processes across the medical equipment lifecycle, supporting improved resilience, compliance and patient safety across the Trust. The post holder will play a key role in the implementation and continuous development of the service's Quality Management System, and experience of leading QMS implementation and achieving external accreditation to ISO 9001 and/or ISO 13485 will be highly desirable.
Main duties of the job include:
- Leading and managing the Trust's medical equipment management service.
- Providing senior technical oversight of the Medical Equipment Workshop and associated engineering activity.
- Ensuring safe and compliant delivery of planned preventative maintenance, corrective repairs, equipment safety actions, asset management, equipment availability and medical device incident support.
- Responsible for service performance, governance, supplier and contract oversight, workforce competence, and the development of standardised processes across the medical equipment lifecycle.
- Establishing and maintaining a formal Quality Management System, leading the service towards external accreditation to ISO 13485.
- Providing governance and oversight of the Clinical Engineering Apprenticeship programme.
- Working closely with clinical, operational, procurement, finance, logistics, quality/risk and external supplier stakeholders to improve service resilience, compliance and patient safety.
Person Specification:
Qualifications, Accreditations, Education- BSc level education evidenced through qualification, training or substantial experience in Clinical Engineering, or a relevant related engineering discipline.
- Master's Degree (or equivalent level combination of post-graduate study and experience) in medical device or other healthcare related technology.
- Formal qualification in leadership and management or equivalent demonstrable experience.
- Substantial experience leading or managing a clinical engineering / medical equipment maintenance service within a complex healthcare organisation.
- Significant experience leading and assuring delivery of planned maintenance and corrective repair services across a wide range of medical devices.
- Extensive understanding of specialist medical devices and the associated maintenance, testing and fault-finding techniques.
- Demonstrable experience of service performance management and delivery of service improvement/change programmes.
- Experience of incident investigation and governance processes relevant to medical equipment services.
- Experience of financial management, including delegated budget responsibility and/or contract/supplier performance management.
- Experience of developing staff, supporting training/competence assurance, and managing workforce planning/skill mix.
- In-depth knowledge of medical device lifecycle management, maintenance standards, and the risks associated with medical device failure or misuse.
- Ability to communicate highly complex technical, performance and risk information and to negotiate with senior stakeholders and external suppliers.
- Strong analytical and judgement skills, including use of service data to inform decisions, prioritisation and resource planning.
- Ability to develop, implement and assure policies/SOPs and governance processes, including audit and quality improvement approaches.
- Demonstrable capability in leading and managing teams, including performance management, coaching and effective workforce planning.
- Understanding of public sector procurement principles and contract management within delegated authority.
