An exciting opportunity has arisen for a breast screening programme manager covering the South East London Breast Screening Programme (SELBSP). This role is based at Kings College Hospital.

The South East London Breast Screening Programme covers six South East London Clinical Commissioning Groups: Lambeth, Southwark & Lewisham, Bromley and Bexley & Greenwich. The programme is responsible to the National Breast Screening Programme and is committed to the protocols and national standards therein, and is committed to invite well women between the ages of 50-70 for breast mammography 3 yearly.

You will be responsible for delivery and operation of the South East London Breast screening department. In conjunction with the clinical director you will be responsible for the planning and the delivery of the service in line with the National Screening Programme along with relevant local and national initiatives.

You will be a key member of the breast radiology and breast screening management team, leading projects to improve service delivery and meeting commissioning requirements in key areas. This post involves working closely with a multidisciplinary team. You will have excellent verbal and written communication abilities and possess exceptional organisational skills. You will deputise for the service manager-breast radiology and breast screening as required.

Job Responsibilities:

  • Be responsible for the management of the Call/Recall Screening Service to required National and local standards.
  • Lead, co-ordinate and review SLA's with the Commissioners regarding their provision of services and information to the Breast Screening Programme.
  • Lead the review and implementation of the IT requirements related to the NBSS system.
  • Establish and lead a programme of Health Promotion.
  • Be responsible for the accurate collection, analysis and reporting of activity related data.
  • Be responsible for the operational running of the administration of the Breast Screening Service.
  • Responsible for the training of all administration staff to become competent in their role and the Right Results protocol.
  • Ensure all staff are competent in producing reports from the National Breast Screening System (NBSS) and crystal reports.
  • Manage the Quality Management Co-Ordinator and be responsible for the development, implementation and adherence to the SELBSP Quality Management System.
  • To represent the SELBSP at local, regional and national meetings.
  • Management of the Screening Service in South East London to National and local standards.
  • Ensure all clients are called/recalled within National Breast Screening Programme Quality Assurance Standards.
  • Revise and monitor the Three Year Plan.
  • Plan and organise the sites and movements of the mobile screening units.
  • Monitor slippage and report to the SELBSP Clinical Director, Management Team, Commissioners and Regional Quality Assurance Team.
  • Oversee the management of contracts.
  • Work with key personnel to plan and implement methods of improving service uptake.
  • Establish good communication with external bodies.
  • Provide feedback reports after each screening round.
  • Provide information and guidance on breast screening, family history and symptomatic breast services to the general public and primary care teams.
  • Manage the Breast Screening budget with the Finance Manager to agreed targets to ensure financial balance at year end.
  • Co-ordinate the purchase and maintenance service contracts for all equipment at all the screening sites.
  • Monitor all service contracts and warranties.
  • Collect, analyse and report activity related data.
  • Develop, co-ordinate, implement and maintain the Breast Radiology and SELBSP scorecard, reported at local, Trust and external levels.
  • Provide a continuing improvement in service performance, within current guidelines and budgets, using detailed analysis of the demographic data to predict the screening capacity needed to meet the target round length.
  • Monitor screen to normal and screen to assessment waiting times and inform clinical team of capacity and demand requirements.
  • With Breast Radiology and Breast Screening Service Manager advise Divisional management, the SELBSP Clinical Director and others on the implications of performance trends and initiate changes required within SELBSP.
  • Work with the Breast Radiology and Breast Screening Service Manager, SELBSP Clinical Director to respond to commissioner-led service reconfiguration.
  • Ensuring the personal information on Patients and Care is accurate, current, secure and confidential at all times, in compliance with the Data Protection Act 1998, the Caldicott principles and the common law duty of confidentiality.
  • Responsible for the operational running of the administration of the Breast Screening and Breast Radiology Service.
  • Responsible for the management of the Administration staff that support Breast Radiology and Screening service.
  • A major role in the recruitment and selection of Administration staff.
  • Implement and manage change in staffing, including skill mix to meet service needs.
  • Ensuring staff maintain accurate records, produce written reports and analyse statistical data.
  • Formulate, assess and modify policies and procedures in line with changing demand for services in line with changes in local, national and DoH policies and guidelines.
  • Interpret and implement Trust and NHS policies and clinical guidelines within the department.
  • Meet relevant performance targets set by the Trust and Nationally.
  • Monitor and improve the patient experience, responding to customer satisfaction audits.
  • Investigate and respond to any complaints dealing sensitively with patients, carers and staff.
  • Lead on the appraisal and objective setting process for staff.
  • Develop the Knowledge and Skills Framework for staff.
  • Maintain staff records, including information on sickness and absence.
  • Attend management meetings as required and contribute to the strategic direction of the service and wider departmental objectives.
  • Ensure that the environment, equipment and facilities within the department are managed within the context of the Trust's Health and Safety Policies and that all staff are aware of their responsibilities.
  • Ensuring adequate staffing levels are maintained at all sites to enable smooth running of the screening service.
  • Ensure regular team meetings are held with staff.
  • Communicate and cascade Trust wide issues and review internal operations and forthcoming issues and report back where necessary.
  • Liaise with Radiology Information System Manager and ensure administration and clerical staff are trained in the use of Radiology Information System and its applications for Breast Radiology supporting the symptomatic workflow.
  • Develop induction programmes for new staff.
  • Set up and run NBSS training programmes for all new staff.
  • Feed into the CSDS training and development plan in relation to BSU staff and the Quality Co-ordinator.
  • Maintain knowledge of all developments in the field of programme management, call/recall of Breast Screening.
  • Ensure full training in office protocols and fail safe procedures.
  • Ensure that regular audits to ensure protocol compliance and take corrective action where required.
  • Ensure all staff are competent in producing reports from the National Breast Screening System (NBSS) and staff are trained in crystal reports to provide the information in a timely manner.
  • Work with the Data Manager to prepare and produce special reports on the computer system and provide specialist advice to other members of the Service.
  • Provide accurate and timely data/information to the SELBSP Clinical Director, Deputy Divisional Manager, Commissioners, QARC and others as required.
  • Complete the annual Department of Health KC62 report in a timely manner.
  • Ensure data of all surgical patients is entered correctly and that arrangements are made for the collection of all relevant data and for the production of reports (e.g. BASO report).
  • Provide advice, guidance and support on surgical data entry to staff.
  • Respond to requests for statistics, information and/or reports from the QARC office, GPs and Public Health Departments as directed by the SELBSP Clinical Director.
  • Monitor and direct the audit procedures.
  • Ensure the QMS system is robust across all sites in line with QARC guidelines.
  • Work with other professional leads ensuring that all staff have been trained, understand and have signed the QMS, Right Results Protocol and work instructions.
  • Ensure that all breaches of protocols are followed up, procedures reviewed, and adverse incidents reports raised.
  • Provide advice and guidance to the administrative team on actions to be taken in the event of an adverse incident.
  • Be aware of and implement the Managing Incidents in National NHS Screening Programmes.
  • Lead and organise SUI (Serious Untoward Incident) internal and external panels, involving trust, departmental, QARC and Commissioning colleagues.
  • Lead on the investigation of adverse incidents, report to Senior Management team, and communicate findings with action plan.
  • Be the point of contact for QARC.
  • Co-ordinate the paperwork, disciplinary questionnaires and data submissions required for the QA visits from all disciplines. Facilitate the smooth running of QA visits.
  • Co-ordinate the QA Visit action plan production in relation to QARC recommendations monitoring, liaising with discipline leads as to their responses and reporting process to QARC, Programme Management Committee and Deputy Divisional Manager.
  • Ensure that the Health and Safety, Fire Audits are completed.
  • Be responsible for all non-clinical ethics approval for related studies/trials.
  • Provide advice to GPs, Practice Nurses, Practice staff, care homes and institutions regarding their patients eligibility for screening or if a patient should be ceased from the screening programme.
  • Produce and present educational presentations for Primary Care staff as part of the protected learning sessions organised by Public Health England.
  • Provide guidance and advice to national and regional bodies as requested by London Regional QARC.
  • Act as a departmental lead in operational issues with Symptomatic Service.
  • Investigate and respond to Client/Patient complaints in accordance with Trust policy.
  • Create operational policies as requested for new builds relating to static or mobile screening sites.
  • Initiate and lead on projects with multidisciplinary team, including Clinic Capacity, performance and quality, Patient and relatives satisfaction, Financial efficiency, Commissioner initiated changes.
  • Work with other departments and divisions to support the achievement of overall objectives.
  • To complete ad hoc tasks, projects and deputise at the request of the Service Manager.

Person Specification:

Knowledge:

  • Essential: Experience of managing Screening Programmes.
  • Proven success at managing complex organisation change while maintaining service quality.
  • Proven track record of meeting significant national targets.
  • Significant experience of staff management, including setting objectives, team and individual appraisal, recruitment and disciplinary issues.
  • Significant management experience in an acute hospital.
  • Significant budget experience including reducing costs, monitoring and determining corrective action.
  • Experience of negotiations and leading discussions and managing service level agreements.
  • Knowledge and understanding of the modernisation agenda and the opportunities for redesigning services and the tools and techniques for achieving service change.
  • Desirable: Able to write business cases.

Qualifications:

  • Essential: Educated to masters level or equivalent plus evidence of further professional development through formal course and/or experience.
  • Desirable: Prince 2 or other project management qualifications.
  • Degree and/or equivalent senior management experience; evidence of continuous professional development.

Skills:

  • Essential: Knowledge of radiology IT systems and NBSS; full range of IT skills including spreadsheet analysis.
  • Excellent communication skills across the organisation and with a wide responsibility and different professional backgrounds.
  • Experience in dealing with complex issues in a large organisation.
  • Ability to work proactively and cooperatively with senior management and clinical staff, including at times of stress.
