Responsibilities
- Lead and manage procurement for provision and re-provision of services within a designated programme portfolio, including market research, stakeholder engagement, and tender documentation.
- Design and implement procurement strategies that deliver best value and sustainable outcomes over contract life, including risk-sharing models where appropriate.
- Develop robust, outcomes-focused service specifications and manage tender evaluation methodologies and decision-making for contract awards.
- Record, monitor and report procurement activity, efficiency gains and service improvements within performance frameworks.
- Contribute to the development and implementation of commissioning strategies and plans to meet Council targets and objectives.
- Build and maintain strong relationships with the market and stakeholders to stimulate capacity, capability and opportunities for joint-commissioning.
- Engage with end users to inform effective procurement processes and co-produce service models where appropriate.
- Analyse data on service utilisation, performance, and costs to inform strategy and options for commercial activity.
- Lead negotiations with providers on tender processes, pricing and terms, and resolve issues across the commissioning lifecycle.
- Provide leadership and coaching to procurement teams, deputising for the Procurement Manager as required.
- Prepare reports on procurement and commercial matters for senior leadership and governance boards.
- Ensure procurement activity complies with regulatory frameworks and corporate risk strategy.
Key requirements
- Degree-level education or equivalent professional qualification (e.g., Diploma in Purchasing & Supply, CIPS membership) or demonstrable equivalent experience.
- Minimum five years’ practical experience in commissioning, procurement or related discipline.
- Up-to-date knowledge of procurement legislation, regulations, and sector trends.
- Excellent communication and negotiation skills with ability to challenge and influence at all levels.
- Experience in market analysis, benchmark, supplier development, contract management and ROI models.
