Overview
In this role you will lead end-to-end procurement and care sourcing for the most complex adult care cases, ensuring timely, cost-effective packages across all care types. You will work within the new Strategic Commissioning Service to drive innovative, evidence-based commissioning that supports statutory obligations and positive outcomes. You’ll manage complex cases, including micro-commissioning and tendering, while mitigating risks and safeguarding vulnerable adults. This position offers a collaborative, learning culture with a strong focus on value for money and continuous improvement. You will shape commissioning approaches and work closely with cross-functional teams to deliver impact.

Responsibilities
- Source and secure care and support packages for complex cases at optimal cost and timing
- Lead end-to-end negotiations with providers during tendering and contract processes
- Provide expert commercial advice and design tailored commissioning routes
- Ensure regulatory compliance and ethical procurement across the lifecycle
- Build and maintain strong relationships with practitioners, providers, and internal stakeholders
- Oversee Complex Care Officers and develop team practices, mentoring and leadership
- Analyze data on placements, generate intelligence and forecast population needs
- Contribute to integrated commissioning activities across planning, procurement, contract management and performance analysis
- Record, monitor and report care sourcing activity and improvements to performance frameworks
- Support Care Sourcing Manager and wider team in market engagement and service improvements
Key requirements
- Significant experience in commissioning, procurement, project management or related disciplines
- Detailed knowledge of public sector/health/social care commissioning and procurement legislation/regulations
- Strong communication and negotiation skills with the ability to challenge with diplomacy
- Experience in market analysis, ROI models, benchmarking and contract management
- Ability to manage complex care placements and ensure value for money and cost savings
- Line management capabilities and ability to lead teams through change
- Knowledge of CQC regulatory frameworks and ethical procurement practices
