Overview
You will drive strategic commissioning within the Adult Care & Community Wellbeing Directorate, turning evidence-based insights into improved outcomes for Lincolnshire residents. Working with senior leaders, you’ll lead and support commissioning plans across thematic areas (Early Intervention & Prevention, Living Well, Ageing Well) and help embed new ways of working. This role offers the chance to shape a mature, collaborative commissioning service and contribute to a learning culture.

Responsibilities
- Lead the delivery of commissioning activity within a defined project area across the full commissioning cycle
- Contribute to development and implementation of commissioning strategies promoting integrated, partnership working
- Perform evidenced-based analysis and forecasting using demographic, performance, financial, stakeholder feedback and market outputs to inform service decisions
- Manage project teams to commission and decommission services within agreed deliverables and timescales
- Support transitioning to a more mature model of strategic commissioning guided by intelligence and co-production
- Lead development and specification of commissioned services ensuring contractual compliance and financial standing orders
- Lead engagement and communication activities to support commissioning objectives and strategic ambitions
- Adopt and apply project management discipline for successful project delivery
- Demonstrate influencing, negotiating and persuasive skills to engage stakeholders
- Complete equality impact assessments to ensure equity in commissioning decisions
- Stay up to date with legislation and organisational procedures to uphold best practice
- Produce commissioning reports (business cases, options appraisals, governance reports) to support Council decisions
- Collaborate with strategic commissioning colleagues to deliver programmes
- Conduct strategic needs assessments to inform commissioning intentions
- Line manage staff and matrix-manage others on projects
- Attend council and related public meetings as required
Key requirements
- A degree or NVQ Level 4 equivalent in a relevant discipline with significant commissioning knowledge across prevention/early intervention, living well, working aged adults or ageing well
- Extensive end-to-end commissioning delivery experience across the full commissioning cycle
- Strong analytical, judgemental and development skills to interpret complex information and inform recommendations
- Experience drafting documents for stakeholder engagement and governance
- Understanding of governance structures and the ability to influence across internal and external partners
