Overview
In this role you lead a portfolio of complex adult care and community wellbeing contracts within a new Strategic Commissioning Service. You will ensure statutory compliance, financial sustainability, quality assurance and resilient markets, driving robust contract management and integrated commissioning. You’ll work with cross-functional teams to transform services, improve outcomes for residents, and optimise resources. Responsibilities
- Strategic leadership and oversight of high-risk contracts ensuring compliance, quality standards, and value for money
- Manage a dedicated service portfolio with robust contract management, budgets, and risk controls
- Develop and implement contract management strategies, QA frameworks and performance management processes
- Collate and analyse contract monitoring data to inform commissioning programmes and council performance
- Support safeguarding duties and provider enquiries, attending safeguarding meetings
- Provide policy advice on legislation and trends affecting contracts and commissioning
- Ensure commissioning lifecycle activities align with Corporate Risk Strategy and escalate risks
- Build strong relationships with providers, regulators, and internal teams for collaboration and market shaping
- Represent the council in high-level negotiations and stakeholder engagement
- Coach and develop teams, Deputise for the Strategic Contract, Assurance and Improvement Manager
Key requirements
- Degree-level education in a relevant discipline or demonstrable equivalent experience
- Expert procurement and commissioning knowledge, with local government, health services and provider market experience
- Strategic level operations capability with strong communication, relationship and commercial skills
- Experience with contract management, safeguarding, risk management, and performance measurement
- UK professional registration or willingness to obtain per NHS/Council requirements
