Overview
In this role, you lead strategic commissioning within the Adult Care Directorate to deliver evidence-based services that improve outcomes for Lincolnshire residents. You will manage a multi-disciplinary team and collaborate with internal and external partners to develop and deliver commissioning strategies. You will shape the care market, ensure value for money, and support a sustainable, high-quality system. Responsibilities
- Lead a portfolio of commissioned activity (Early Intervention & Prevention; Living Well or Ageing Well) and translate needs assessments into commissioning plans
- Develop and manage a complex care market landscape with sustainable, well-priced services
- Ensure plans reflect national standards and local priorities; produce service specifications
- Lead business cases and options appraisals for commissioning or de-commissioning
- Oversee the full commissioning life cycle within budget, including financial modelling and governance
- Drive market engagement and sector forums; contribute to Market Position Statements and sustainability plans
- Develop services and new models of care to meet key outcomes and targets
- Provide expert advice on incidents and initiatives to ensure positive outcomes
- Champion inclusive commissioning reflecting diverse communities and lived experiences
- Collaborate with East Midlands colleagues to standardise and progress region-wide initiatives
- Produce governance reports and evidence-based outputs for senior leaders
- Prepare required evidence-based reports and chair groups and meetings as appropriate
- Ensure compliance with Care Act 2014, Health and Social Care Act 2008 and related guidance
- Engage with partners to identify joint commissioning opportunities and efficiencies
- Maintain strong stakeholder relationships
Key requirements
- Degree or NVQ Level 4 equivalent in a relevant discipline; management experience and ability to manage staff
- Significant commissioning knowledge and end-to-end commissioning experience
- Experience in prevention and early intervention; living well and/or ageing well portfolios
- Strong knowledge of regulatory and policy frameworks, market analysis and development
- Excellent interpersonal and communication skills to manage and develop a team
- Advanced analytical and judgemental skills with financial modelling and budgeting ability
