Overview
As Care Sourcing Manager you lead a critical function within adult social care, shaping how care services are sourced to meet statutory duties while delivering value for money. You’ll manage a multidisciplinary team, collaborate with practitioners, providers and partners, and implement contract and framework mechanisms, including micro-commissioning and tendering. The role spans a broad range of care categories to ensure timely, high-quality placements at the right cost. Responsibilities
- Lead the Care Sourcing Team to plan, source and secure services across the ACCW Directorate
- Oversee day-to-day management of 25–30 officers with a focus on complex care
- Ensure care packages meet needs and are delivered via appropriate mechanisms
- Manage use of established contracts and frameworks; design alternatives when needed
- Coordinate brokerage, negotiation and placement activities across care settings
- Escalate issues affecting service delivery and enable early intervention
- Lead change management and continuous improvement within the team
- Build and maintain relationships with practitioners, providers and partners
- Monitor budgets, forecast expenditure and contribute to cost savings
- Lead on integrated commissioning activities across planning, procurement, contract management and performance analysis
- Analyse data and draft reports to support commissioning and market shaping
- Provide deputising support for senior managers and contribute to safeguarding and quality assurance
- Ensure compliance with Procurement Act 2023, Care Act 2014 and CPPRS
- Oversee the use of information systems and electronic records for care sourcing
Key requirements
- Degree level qualification or extensive relevant experience in commissioning/public procurement
- CIPS Professional Qualification or equivalent experience
- Knowledge of procurement frameworks, contract management and value-for-money principles
- Experience managing a multi-disciplinary team and building partnerships
- Strong interpersonal, organizational and problem-solving skills
- Excellent verbal and written communication skills
