Overview

In this role you will shape the ICB’s ten-year strategy aligned to the NHS Ten Year Plan and translate it into credible delivery plans. You will drive annual commissioning and operating plans, coordinating inputs from finance, commissioning, contracting, place and workforce teams. You will ensure clear articulation of priorities in plans and effective communication to providers and stakeholders. You will lead a cross-functional process to deliver strategic planning with robust analytics and narrative reporting, enabling long-term system improvement.

Responsibilities

  • Coordinate and develop the annual commissioning intentions
  • Lead the annual planning cycle and national technical returns
  • Oversee the ICB's annual operating plan reflecting long- and short-term objectives
  • Lead long-term capacity and demand modelling to support sustainable service delivery
  • Ensure review and localisation of national planning policies linked to PHM framework and ICB priorities
  • Provide senior leadership and operational assurance to deliver immediate priorities while building long-term integration

Key requirements

  • Master's degree or equivalent experience in a relevant field
  • Evidence of continuous professional development in Finance or Management
  • Significant senior management experience within NHS/public sector or equivalent
  • Leadership in a complex, multi‑agency environment, preferably in health and care commissioning
  • Track record in strategic planning, commissioning or system-wide service redesign
  • Experience managing in politically sensitive environments with diplomacy and sound judgement
