Procurement Manager in Coventry

The Procurement & Supplies Dept. are looking to appoint a Procurement Manager to join their procurement team based at University Hospitals, Coventry. The successful applicant will have previous experience of working in a Procurement team and should have some knowledge of public sector procurement regulations and experience in administering EU tenders. Ideally you will be educated to degree level, qualified or studying towards MCIPS and possess strong communication skills, both verbal and written.

Main duties of the job include:

• Assisting the Head of Procurement in delivery of the Trust's Procurement Strategy.
• Providing an effective and professional service when delivering procurement projects.
• Achieving cost efficiency benefits to the Trust and demonstrating value for money in all procurement activities.
• Maintaining compliance with all statutory legislation, Trust Standing Orders and Standing Financial Instructions.
• Identifying opportunities for standardisation/rationalisation of product usage across the Trust.
• Evaluating supply chain activities to ensure the most cost-effective source of supply.

Job responsibilities include:

• Ensuring appropriate purchasing arrangements and contracts are in place for all designated contracts within current portfolio.
• Planning, organising, allocating, co-ordinating & monitoring own and line reports workload.
• Monitoring & managing all contracts and projects from establishment of requirements through to completion.
• Taking responsibility for the invitation and evaluation of high & low value tenders and quotations.
• Managing sensitive and commercially confidential information.
• Providing training and guidance as required.
• Actively managing and promoting competitive tendering.
• Representing the procurement department at appropriate meetings and events.
• Contributing to managing unexpected disruptions to supply chains and supplier relations.

Person Specification:

• Qualifications: Hold or be studying for full CIPS qualifications; First level Degree or equivalent experience.
• Experience: In-depth specialist knowledge of purchasing gained through experience; Experience of working in a public sector procurement environment; Experience of line management responsibilities.
• Knowledge: Professional knowledge of purchasing procedures and skills acquired in a professional environment; Understanding of public sector procurement rules and regulations.
• Skills: Able to work independently; Able to lead team members; Competent to intermediate level at Word, Excel and e-mail; Excellent customer care skills; Good written and verbal communication skills; Able to deal with complex facts and situations requiring analytical & problem-solving skills.
