Please note there are two positions:

  • IG Officer (GP) Permanent role
  • IG Officer Fixed Term role / secondment if coming from the NHS until 31st October 2027

The Information Governance Team are responsible for ensuring that the ICB and GP Practices across Essex follow relevant data protection, confidentiality and Freedom of Information legislation and guidance. We work closely with colleagues across the ICB and wider NHS and Care partners to ensure that digital technology fully supports the integration of health and care services, putting residents at the centre of their care, protecting patient confidentiality, and ensuring that commissioned services and systems are safe and secure.

Main duties of the job:

  • Provide cover for the other IG Officer as required
  • Assist with the delivery of projects and workstreams, as directed by your line manager
  • Assist in completion of the Data Security and Protection Toolkit (DSPT) for the ICB, collating and organising resources to meet ICB requirements
  • Work with autonomy managing your workload, be self-motivated and flexible when meeting the IG needs of the ICB
  • Assist the IG & FOI Manager to produce reports for the ICB, including the quarterly IG Steering Group
  • Be responsible for maintenance of ICB IG Training Spreadsheet, monitoring of inboxes, logging issues and forwarding onto appropriate team members
  • Be responsible for maintaining personal/professional development and be responsive to future changes in function and structure of the health economy
  • Be aware of national changes to policies pertaining to IG and to translate these into practice

ROLE PURPOSE / SUMMARY:

Essex Integrated Care Board (ICB) is a new organisation formed through the consolidation of three ICB areas in response to the NHS's ambition to deliver a more streamlined, strategic and cost-effective model of health commissioning. The ICB will oversee the commissioning of care for the approximately 2 million people who live in Essex. Operating within a reduced running cost envelope and aligned to the new requirements of ICBs in England, the ICB will focus on improving population health outcomes, health equity and smarter resource allocation.

This post will be part of the Corporate Services Directorate. By working together across team boundaries, streamlining processes, adopting new approaches and embracing new technology the directorate will deliver the highest quality corporate services for the ICB, creating the conditions for its success.

The IG Officer (GP) will support effective delivery of information governance services and the organisation's compliance with statutory requirements. The postholder will contribute to the delivery of the IG function, supporting the achievement of key milestones and raising any issues that may impact delivery. They will work closely with senior colleagues to ensure alignment with organisational objectives and national standards.

The postholder will apply NHS Information Governance principles to manage the capture, exchange, and protection of clinical and health-related data. They will coordinate compliance with Data Protection, Information Security, and Freedom of Information requirements, ensuring robust governance across all processes. A key responsibility is to identify information-related risks within the organisation and recommend solutions to mitigate potential adverse effects. The postholder will work proactively with the broader team to strengthen data security and governance arrangements.

The role involves supporting projects and providing project management assistance to meet national and local IG targets. The postholder will represent the organisation's interests on internal and external groups as required, ensuring effective communication and collaboration with stakeholders.

As the ICB transitions to become a leaner, more focused strategic commissioning organisation, the post holder will be expected to support the Essex ICB in delivering on the three fundamental shifts set out in the NHS 10-year plan:

  • From Treatment to Prevention: Embedding preventative, personalised and population-based approaches to commissioning.
  • From Hospital to Community: Championing care model redesign that supports community and neighbourhood health.
  • From Analogue to Digital: Enabling clinically driven transformation through digital innovation, data analytics and evidence-based improvement.

KEY DUTIES AND RESPONSIBILITIES:

To deliver on the job description set out above, the job holder will be expected to deliver on the requirements set out below:

  • Support implementation of policy and/or service developments related to Information Governance.
  • Support team to ensure compliance with relevant ICB policies.
  • Complete surveys or evaluations to support policy implementation.
  • Understanding of complex data relating to Information Governance.
  • Help present insights and reports, drawing on complex data, that can be used to inform decision making and delivery.
  • Use of data and insight to contribute to reporting, including performance management, financial and quality reporting against agreed contractual or project deliverables.
  • Support development and delivery of project plans relating to Information Governance, helping develop effective arrangements to support governance, risk management, escalations and reporting.
  • Support coordination of meetings and events to support delivery of project plans.
  • Capture effective minutes, actions and decisions from meetings and events.
  • Manage competing priorities, prioritising own resources to effectively deliver agreed tasks or projects.
  • Ensure accurate reporting and records management.
  • Support delivery and monitoring of business plan for Information Governance and FOIs.
  • Work collaboratively, modelling inclusive, respectful and compassionate behaviours.

Person Specification:

  • Experience of working across teams and organisations in the development and delivery of projects.
  • Able to effectively influence and challenge within areas of responsibility, escalating appropriately where necessary.
  • Personal commitment to the values of the NHS 10-year Plan, the NHS People Plan, the Nolan Principles, to championing equality, diversity and inclusion within the ICB and the wider health system.
  • Good working knowledge of Information Governance.
  • Experience supporting delivery of projects that require collective decision making and how to negotiate success in those situations.
  • Experience of providing senior level administrative and project support and developing and implementing administrative systems.

  • Educated to Degree level (relevant focus) or equivalent managerial experience or Diploma plus evidence of additional training/experience to support the requirements of the role.
