Responsibilities

  • Support the strategic direction of NHS Wales organisations and align with NWSSP objectives within the Integrated Medium-Term Plan
  • Assist the Assistant Head of National Sourcing in delivering a comprehensive sourcing plan, non-pay savings, compliance, P2P, and audit; monitor team performance
  • Apply strategic thinking to service improvement initiatives and challenge historical practice to adopt best procurement practices
  • Oversee operational management and performance monitoring of the Procurement team against KPIs
  • Support responses to FOI requests and Audit/Assurance queries
  • Engage stakeholders, develop staff, and enhance visibility of contract content and expenditure
  • Demonstrate flexibility to changing priorities and maintain resilience under heavy workloads
  • Promote an agile working environment and continuous improvement culture

Key requirements

  • Qualified to CIPS Level 5 (Advanced Diploma) OR Procurement or business related Degree
  • Proven experience delivering complex procurement projects (needs assessment, tendering, specification writing, evaluation, contract awards, management, implementation, stakeholder engagement)
  • Experience with contract legislation, compliance and probity
  • Experience supervising staff or managing teams in a procurement/supply context
  • Desirable: knowledge of Health Boards and Trusts procurement processes; awareness of ISO standards
  • Strong influencing and negotiating skills
  • Excellent relationship-building and stakeholder engagement
  • Continuous improvement mindset
  • Data gathering and analysis on products and suppliers
  • Procurement processes, compliance, and P2P
  • Contract management and supplier engagement
