In this role you lead mechanical project delivery within the Capital Projects framework, guiding a team to deliver capital schemes on time and to high standards. You provide expert advice on mechanical engineering, design standards, and statutory compliance to optimise costs and solutions within a healthcare setting. You act as Health Board Specialist Lead Advisor on mechanical issues arising from capital schemes and site issues. You’ll shape feasibility studies and business cases, coordinating internal and external design resources to meet project briefs.
Responsibilities
- Lead and manage designated capital projects from brief to commissioning and handover, ensuring time, cost and quality targets.
- Provide specialist mechanical engineering guidance, design standards, and compliance oversight for capital schemes.
- Lead feasibility studies, business case development, and external design consultant appointments.
- Manage recruitment and performance of Band 6 Design/Compliance staff, including HR processes.
- Coordinate planning approvals and consents with Local Authorities and agencies for capital developments.
- Approve contractor payments within delegated limits and produce complex project reports.
- Coordinate procurement, equipment, IT and telecom requirements for capital schemes.
- Ensure compliance with Standing Financial Instructions and maintain budgets.
- Inspect and investigate works in hazardous environments as required.
- Support the UHB’s statutory plant & equipment management and compliance initiatives.
Key requirements
- Degree or equivalent in Mechanical / Building Services engineering.
- Working towards chartered membership (essential) or membership of CIBSE (desirable).
- Experience in senior design or healthcare estates engineering with project and staff management.
- Proven track record delivering capital projects and knowledge of construction industry practices.
- Specialist knowledge of Mechanical Systems in a healthcare environment.
- Experience working within healthcare or NHS settings (desirable).
- Ability to coordinate multi-stakeholder planning, approvals and procurement processes.
