In this Capital Accountant role, you will oversee the Trust’s capital programme and medium-term investment plan, ensuring robust accounting for capital schemes. You’ll provide specialist capital accounting guidance to Directors and project managers, shape the accounting framework, and support capital decision-making with rigorous financial analysis. The role sits within the Finance team, contributing to accurate reporting and compliance with NHS requirements, and involves interaction with auditors and governance groups. Responsibilities
- Provide technical financial and accounting guidance on capital accounting to Directors, senior managers, and project managers.
- Review capital expenditure for correct accounting treatment and ensure VAT recovery where eligible.
- Lead development and review of the capital accounting framework, policies, controls, and governance.
- Develop financial models and analyses to support major capital investment decisions.
- Maintain and reconcile the Fixed Asset Register and right-of-use assets; manage asset verification and impairments.
- Lead capital planning activities: develop the annual capital programme and medium-term plan, balance affordability against resources, and monitor delivery.
- Produce capital expenditure analysis for internal governance and NHSE reporting; manage capital forecasting and budgets.
- Ensure capital reporting accuracy and respond to internal and external audit queries.
- Promote process improvements in capital planning, reporting, and business cases.
- Provide training and guidance to non-finance staff on capital processes.
- Maintain compliance with IAS/IFRS standards (IAS 16, 36, 38, IFRS 16) and NHS accounting guidance.
Key requirements
- Professionally qualified accountant (CIMA, CIPFA, ACA, ACCA or equivalent)
- Significant post-qualification experience in financial management/accountancy, especially in NHS environment
- Experience in complex financial modelling, forecasting, and sensitivity analysis
- Experience providing specialist financial advice and challenging senior managers
- Experience with computerised accounting systems
- Knowledge of NHS capital controls, planning, and statutory reporting
- Ability to travel between Trust sites
