An exciting opportunity has arisen for a Regulatory Policy Manager to join our Regulation team on a Full Time, Permanent basis. This position will be located in the Strand, London, UK. This role offers a hybrid working model. Team members are expected to attend our offices or other sites as needed throughout the year, typically averaging 2–3 days per week.

You will be joining our busy, high-performing Regulation team in National Grid Electricity Transmission, right at the heart of National Grid’s work in ensuring that our network is ready for the future. This is an exciting role which will help shape the future of the GB energy sector at a vital phase in our transition to net zero!
What you'll do
- Responsible for helping National Grid navigate the regulatory and policy landscape, building strong relationships with our key stakeholders and shaping the policy and regulatory framework needed to successfully deliver our T3 plan investments and wider commitments.
- You will be working on key regulatory policy topics, including for example Connections Reform, Strategic Demand, Licence Policy and T4 development as part of future price controls. This will require close collaboration with Ofgem, internal stakeholders, the wider industry and government to shape the regulatory framework.
- This will involve:
- Shaping policy and strategy: Developing compelling policy and strategic narratives to help influence policy development and implementation, likely focusing on 1-3 specific areas of policy in which you will develop a detailed knowledge and expertise.
- Coordinating technical input from across the business to develop robust positions, briefings and engagement plans, and drive timely delivery of external engagement with key stakeholders.
- Supporting colleagues to communicate complex, technical information clearly and concisely for policy and regulatory audiences, ensuring consistency of message and evidence.
- Scanning the external landscape and identifying emerging strategic risks, opportunities and policy issues for NGET, translating these into clear priorities and recommendations.
- Providing regulatory expertise to National Grid colleagues: Providing guidance and challenge to National Grid colleagues and other stakeholders using your knowledge of the regulatory framework.
- Advising on specific regulatory policy topics, including for instance Connections Reform, Strategic Demand, Licence Policy and T4 development.
- Identifying suitable regulatory and policy mechanisms for progressing major projects, giving our business the confidence to move at pace.
- Managing key stakeholder relationships: Engaging proactively with government, Ofgem and internal stakeholders to support the development of NGET’s position on key policy topics, developing strong working relationships to help shape and influence policy.
What you'll have
- Energy industry expertise: An informed understanding of GB energy policy and market context (e.g., net zero delivery, Clean Power 2030, security of supply, affordability) and how it affects transmission and connections policy. An understanding of the institutional landscape (DESNZ, Ofgem, NESO, DNOs and key market participants) and NGET’s role within it. A high-level understanding of NGET’s policy, code and licence landscape.
- Regulatory framework & price control expertise: An understanding of our regulatory framework and licence obligations, to develop and challenge policy positions (including how incentives, compliance requirements and reputational risk interact). An ability to balance short-term delivery with long-term value and sustainability; make trade-offs based on evidence, impact and strategic priorities. An understanding of commerciality - how NGET creates value, how value can be lost (including penalties/underperformance), and the implications of different regulatory mechanisms. An understanding of how to work effectively within regulatory processes (e.g., consultations, reopeners/uncertainty mechanisms where relevant) and internal governance/approvals to deliver robust, timely outputs.
- Communication skills: Ability to draft clear, persuasive, evidence-based material for decision-makers (e.g., consultation responses, briefings, internal recommendations), tailored to audience, tone and level of detail. Ability to translate complex technical input into a coherent narrative. Ability to communicate effectively in stakeholder meetings: handle challenge constructively, reframe issues, and summarise decisions/actions. Ability to maintain drafting discipline (version control, evidence referencing, and consistent messaging across papers, annexes and packs).
- Analytical skills: Ability to frame problems and analysis proportionately (scope/materiality), using quantitative and qualitative evidence appropriately. Ability to interpret quantitative analysis where needed (e.g., Excel-based modelling, scenario/sensitivity analysis) and apply qualitative approaches (structured stakeholder insight, thematic analysis of consultation responses, triangulation, assumption logs). Ability to translate data into clear, defensible insight, with a robust audit trail and reproducible workings. An ability to understand relevant NGET data sources and limitations to avoid misinterpretation and ensure consistency of reporting.
- Stakeholder engagement, influence & negotiation: Ability to build trusted relationships with Ofgem and wider stakeholders (government, NESO, DNOs and industry), using engagement to gather/validate evidence and shape outcomes. Ability to plan evidence-based engagement (what evidence is needed, how engagement will generate it, and how outputs will be used in submissions and decisions). Ability to influence internally (peers, senior leaders, governance forums) and externally, using clear asks, credible evidence and appropriate negotiation techniques.
- Project management: Ability to plan and coordinate delivery across fixed external windows and milestones (e.g., consultation deadlines), managing dependencies, risks and actions. Ability to operate and improve practical ways of working (RAID, decision logs, stakeholder plans) to improve transparency and reduce delivery risk. Ability to design and utilise fit-for-purpose governance and escalation routes aligned to NGET/NG processes.
