The National Fire Chiefs Council (NFCC) works in partnership with fire and rescue services across the UK to share best practice, drive improvement, and support a safer society. As a charity at the heart of the fire and rescue community, we are committed to continuous learning and excellence. We are now looking for an Organisational Learning Officer to join our Guidance and Learning department and help shape the future of organisational learning across the UK fire sector.

About this role

Organisational Learning (OL) plays a critical role in improving operational effectiveness across fire and rescue services. In this role, you’ll help ensure that lessons identified are translated into meaningful change—both nationally and internationally. You’ll analyse learning submissions, work with subject-matter experts, and help identify trends and emerging risks. You’ll also support the development of recommendations that influence guidance, policy and operational practice across the sector. This is a highly collaborative role where you’ll engage with a wide range of stakeholders, from fire and rescue services to national partners such as JESIP.

Key Responsibilities

  • Build and maintain strong relationships with fire and rescue services, NFCC teams and partner organisations
  • Encourage and support the submission of organisational learning across the sector
  • Review, assess and analyse learning submissions, including root cause analysis
  • Evaluate risks and prioritise learning based on national impact and existing controls
  • Present learning cases and recommendations to boards, committees and stakeholder groups
  • Track progress of learning cases and ensure timely delivery of outcomes
  • Identify emerging trends and communicate insights across the sector
  • Share and disseminate learning to improve awareness and operational effectiveness
  • Handle enquiries and provide expert advice, escalating where appropriate

About you

You will have:

  • Experience in organisational learning within a fire and rescue service or emergency services environment
  • Knowledge of systems thinking, root cause analysis or risk management (qualification or equivalent experience)
  • Experience analysing trends, evaluating outcomes and producing reports
  • Strong organisational skills with the ability to manage competing priorities
  • Experience working with stakeholders at all levels and presenting to boards or committees
  • Analytical and critical thinking skills
  • Excellent communication and report-writing ability
  • Strong relationship-building skills
  • Ability to work independently in a remote environment
  • High level of accuracy and attention to detail
  • Qualification in accident investigation (e.g. NEBOSH or equivalent)
