About the Role

National Energy System Operator is looking for an Energy Policy Analyst specialising in governance and coordination to support NESO’s strategic engagement with Government and the regulator. By working closely with Government, the regulator and industry, NESO plays a vital and central role in advising on energy policy and strategy to ensure that it drives effective action and delivery plans. NESO utilises its experience and expertise across the whole energy system to provide independent energy insights and advice, supporting Government with optimal decision making and strategic direction. NESO's Energy Policy Team plays a central and strategically important role and helps shape the organisation's evolving Strategy and Policy capability. The Energy Policy Team is spearheading engagement with Government and the regulator, serving to position NESO as a trusted partner and critical friend. The team oversees statutory requests for advice from Government and Ofgem and ensures that policy insights and advice are integrated into Board and Executive decision‑making as well as across NESO. This role supports that contribution. This role can be based from Wokingham, Warwick or Glasgow and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements.

Key Accountabilities

  • Support the Energy Policy team in ensuring NESO is an effective partner in trilateral governance through identifying emerging policy issues and providing high‑quality strategic briefings to Execs and Senior Leadership.
  • Support the planning and sequencing of strategic discussions across senior boards, working with senior colleagues to ensure issues are well framed, timely and joined up.
  • Support the day to day operation of the NESO Policy Community of Practice, enabling effective knowledge sharing, consistency and best practice across teams.
  • Work closely with Energy Policy Governance Manager and Head of Policy to administer and coordinate statutory requests for Advice from Government and Ofgem.
  • Build and maintain relationships with DESNZ and Ofgem to ensure awareness of potential requests for advice, understand the priority and likelihood of these materialising and oversee NESO triage process.
  • Manage tools that capture policy intelligence and support dissemination across NESO including through the Energy Policy team’s flagship products (policy horizon scanning, NESO Strategic Knowledge Hub).

Knowledge

  • Awareness of the machinery of Government and GB political environment.
  • Interest in, or developing understanding of, the energy sector and/or related regulated industries (e.g. water), including how policy shapes outcomes.

Experience

  • Experience in policy, governance, regulatory or coordination focused roles, or transferable experience from another sector.
  • Experience producing clear written materials, such as briefings, summaries or updates, for a range of audiences.
  • Exposure to working with senior stakeholders or governance forums, for example through preparing papers, coordinating meetings or supporting decision‑making processes.

Skills

  • Curious and forward thinking: You have an interest in energy and always seeking to understand the bigger picture.
  • Effective communication: You are a great communicator, both in writing and articulation, capable of synthesising information and conveying complex ideas in a simple way.
  • Organised and delivery focussed: You have an aptitude for planning and are comfortable in balancing competing priorities.
  • Stakeholder engagement: You are comfortable working with a range of people, can build positive working relationships and are able to gather information from busy colleagues in a professional and confident way.

What You’ll Get

Competitive salary of £47,000 - £56,000 dependent on experience and capability. As well as your base salary, NESO's core benefits are the essential perks and advantages that form part of your employee package. You will receive a bonus based on company performance. 26 days annual leave as standard. A competitive contributory pension scheme where we will double match your contribution to a maximum company contribution of 12%. Annual enrollment to NESO Savings Plan, when you save between £20-£500 a month from your take‑home pay, we will pay a 50% matching contribution.
