The Whole Energy System Resilience (WESR) directorate strengthens whole-energy-system resilience by being a catalyst for change – turning insight into coordinated, prioritised action that reduces risk and builds capability across the system. WESR delivers this through analysis, assessments, reviews, emergency exercises, and plans that drive tangible improvements with our partners. WESR operates through a continuous improvement cycle that includes: learning systematically about energy system risks and resilience, conducting prioritised assessments to generate insights and advice, translating insights into actions that drive tangible improvements. This role can be based from Wokingham or Warwick, and we continue to offer hybrid working from office and home. We are open to full time and part time applicants, as well as flexible working arrangements. This role is to deliver robust assessments and testing of emergency readiness and restoration planning, providing evidence that informs improvements to energy-system preparedness.
Key accountabilities
- Design and deliver emergency-readiness assessments, including plan reviews, scenario testing, and evaluation of response and restoration arrangements.
- Apply structured assessment frameworks to evaluate coordination, decision-making, and capability under stress.
- Analyse evidence from exercises, incidents, and reviews to identify strengths, gaps, and areas for improvement.
- Produce high-quality analytical outputs, briefings, and recommendations to support decision-making.
- Support the team in translating findings into clear improvement actions.
- Engage with internal teams and external partners to gather evidence, validate assumptions, and align assessment approaches.
- Provide technical guidance and coaching to junior team members, supporting quality and consistency of outputs.
Eligibility

About You
- Strong experience or background in emergency planning, preparedness, resilience, or operational assurance.
- Familiarity with emergency-management concepts, exercises, and plan testing.
- Able to assess complex arrangements involving multiple organisations and dependencies.
- Clear communicator who can explain assessment findings to technical and non-technical audiences.
- Collaborative and organised, with a focus on delivery and continuous improvement.
- Driven by improving readiness and response outcomes in high-impact scenarios.

A competitive salary of £58,000 - £62,000pa dependent on experience and capability.
