The National Bank of the Virgin Islands is seeking a qualified person to fill the following full-time position: Systems and Applications Officer.

Job Summary: The Systems and Applications Officer is responsible for providing day-to-day technical support across application, database, and deployment environments, while helping to ensure that systems operations are conducted in accordance with the Bank’s internal standards, information security requirements, and applicable laws and regulatory obligations of the Virgin Islands.

Primary Responsibilities include, but are not limited to:

  • Systems and Application Operations
    • Cluster Monitoring: Monitors cluster health, platform performance, namespaces, and related workloads to support the stable operation of containerised and enterprise application environments.
    • Environment Administration: Assists in managing system environments, namespaces, projects, and supporting configurations to ensure that applications operate effectively across development, testing, and production stages.
    • Application Support: Supports the day-to-day operation of banking applications and related systems, including deployment support, issue investigation, defect triage, and user-facing problem resolution.
    • Incident Resolution: Troubleshoots system, application, and interface failures, including pod deployment issues and service interruptions, and escalates material incidents in line with established ICT procedures.
    • Service Availability: Supports the continuous availability and operational resilience of digital banking and other critical business services through proactive monitoring and timely intervention.
    • Technical Documentation: Maintains accurate technical records, support notes, operating procedures, and configuration documentation to improve service consistency and knowledge transfer.
  • Database and Data Support
    • Database Monitoring: Monitors database health, performance, scheduled jobs, and storage utilisation to support stable and efficient system performance.
    • SQL Support: Performs controlled SQL-based data fixes, prepares minor SQL queries, and assists with data validation and issue resolution in accordance with approved procedures and change controls.
    • Backup Verification: Verifies that database and application backups are completed successfully, investigates failed jobs, and escalates concerns promptly to reduce operational risk.
    • Data Integrity Support: Assists in maintaining the integrity, consistency, and recoverability of application and database records by supporting routine checks, reconciliations, and controlled remediation activities.
  • Deployment, Release and Change Support
    • Release Coordination: Works closely with developers and relevant ICT personnel to support the promotion of code and configuration changes from SIT and UAT environments into production.
    • CI/CD Support: Assists with CI/CD activities, deployment pipelines, and release execution to ensure timely, controlled, and accurate implementation of approved system changes.
    • Post-Deployment Validation: Performs initial post-release checks, smoke testing, and issue verification following deployments to confirm that applications are functioning as intended.
    • Change Control Compliance: Ensures that deployments, data fixes, and environment changes are properly documented, approved, and executed in accordance with the Bank’s ICT governance and change management requirements.
  • Security, Compliance and Operational Resilience
    • Access Administration: Supports the controlled administration of user access, permissions, and system roles in accordance with approved access management procedures and segregation of duties requirements.
    • Regulatory and Policy Compliance: Performs duties in accordance with the Bank’s internal policies and the legal and regulatory framework applicable to technology operations in a regulated Virgin Islands’ banking environment.
    • Information Security Support: Assists with the secure handling of systems, databases, logs, credentials, and customer information, and promptly reports suspected vulnerabilities, unauthorised access, or other security events.
    • Disaster Recovery Support: Supports backup restoration testing, recovery readiness, and business continuity arrangements for systems and applications within the scope of the role.
    • Audit and Compliance Support: Assists in preparing technical evidence, system logs, support records, and other documentation required for internal review, audit activity, regulatory inspection, or incident investigation.
    • Vendor and Escalation Support: Liaises with software vendors, service providers, and internal stakeholders, under the direction of the IT Manager, to support timely resolution of technical issues and service disruptions.
  • Additional Duties
    • Performs other related duties and technical assignments consistent with the scope of the role and the operational needs of the ICT Department.

Educational Requirements: Associate or Bachelor’s Degree in Computer Science, Information Systems, Software Engineering, or a related field. Bachelor’s Degree preferred.

Experience: Minimum of three (3) years of experience in a similar systems, applications, or technical support role, preferably within the banking or financial services industry.

Licenses/Approvals: Professional certifications would be an asset, but are not mandatory.

Knowledge, Skills and Abilities:

  • Linux Administration: Working knowledge of Linux system administration and operating system fundamentals relevant to enterprise application support would be an asset but not mandatory.
  • Application Operations: Knowledge of enterprise application deployment, monitoring, troubleshooting, and operational support.
  • Container Platforms: Familiarity with containerisation, cluster management, and orchestration platforms such as Kubernetes or OpenShift would be an asset, but not mandatory.
  • Database Support: Understanding of SQL databases, including performance monitoring, backup verification, and controlled execution of basic data fixes.
  • SQL Capability: Ability to create and interpret minor SQL queries accurately and responsibly within an approved operational framework.
  • CI/CD Awareness: Knowledge of CI/CD processes and development lifecycle environments, including SIT, UAT, and production would be an asset, but not mandatory.
  • Scripting and Automation: Proficiency in scripting or task automation, such as shell scripting, to improve efficiency and support repeatable operational processes.
  • Regulatory Awareness: Working knowledge of the legal and regulatory expectations relevant to ICT operations in a regulated banking environment would be an asset, but not mandatory.
  • Security Discipline: Understanding of logical access control, secure handling of sensitive information, incident escalation, and operational risk awareness.
  • Problem-Solving: Strong analytical and troubleshooting skills with the ability to identify, assess, and resolve technical issues methodically.
  • Attention to Detail: Ability to maintain accuracy and discipline while performing routine monitoring, deployment, validation, and support tasks.
  • Time Management: Ability to prioritise competing tasks effectively and respond appropriately to operational urgency.
  • Communication Skills: Strong written and verbal communication skills, with the ability to work effectively with developers, vendors, end users, and other ICT personnel.
  • Team Collaboration: Ability to collaborate constructively across technical and business teams in support of stable and secure service delivery.
