Provide oversight of Safety, Quality, and Environmental Management Systems, including management of change processes, continuous improvement initiatives, and performance analysis. In addition, maintain the Safety Management System and lead the development of the company's document management system.
Key Accountabilities:
- Systems Management:
- Handle the "Management of Change" Process for NSQL.
- Ensure that the NSQL Safety Management System (SMS) is kept up to date and the vessels are kept up to date with the latest changes.
- Develop the company document Management System, which includes revision control, change requests and document formatting.
- Continuously improve and maintain Fleet Scorecard and ensure company and vessel statistics are provided on time for internal and external purposes.
- Promote organizational performance and continuous improvement through use & integration of management systems, computer-based tools and business intelligence (BI).
- Organize and maintain Company circulars and ensure that they are distributed to the vessels on time.
- Engage with vessels and measure the effectiveness of SMS implementation, AMOS, Self-Verification Program, Near Miss and other campaigns.
- Prepare and organize NSQL Management Review Meetings that feed into the Company's management system and the continuous improvement cycle, resulting in changes to procedures and policies.
- Review trends in the Fleet and industry concerning Health, Safety, Quality and Environmental Management.
- Conduct Safety Campaigns or Awareness sessions for onboard personnel to raise safety awareness and standards, based on the vessels' past performance, industry best practices and trends.
- Conduct audit and inspection analysis (ISM, ISPS, MLC, SIRE, VDR, PSC) as required.
- Conduct deep-dive analysis for incidents, near misses (NMs), and non-conformances (NCs) to uncover underlying patterns, root causes, and potential areas for enhancement.
- Identify effective and value-adding initiatives that address findings, root causes and improvement opportunities associated with SMS gaps or improvement opportunities.
- Administer the Fleet Drug and Alcohol testing program to ensure compliance with Company Policy.
- Proactively participate in Company's external and internal audits (TMSA, DOC, ISO, etc.)
- Ensure vessels and worksites are visited and engage with SMT onboard.
- Conduct Safe System of Work Audits onboard fleet vessels.
- Quality, Health, Safety, & Environment (QHSE): Adhere to all relevant QHSE policies, procedures, instructions and controls so that NAKILAT provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.
- Policies, Systems, Processes & Procedures: Follow all relevant divisional policies, processes, and procedures so that work is carried out in a controlled and consistent manner.
- Others: Carry out any other duties as directed by the immediate supervisor. Supports Company Designated Person and Security Officer in all matters related to Safety and Security. Ensure accurate records keeping of all security related documentation in accordance with the ISPS code. Monitor all HSSEQ related contracts and ensure their validity. Maintain the HSSEQ section records and monitor the status of the Mandatory Quality /Safety/ Security Training programs. Participate in Fleet Incident Investigations based on a request by the HSSEQ Manager.
Key Result Areas:
- Maintain NSQL Safety Management System (SMS) up to date.
- Effective Administration of Fleet Drug and Alcohol testing program.
- Proper development and maintenance of NSQL document control system & MOC process for Continuous Improvement.
- Safety programs follow up within the fleet.
- Maintenance and development of Fleet Scorecard and Power BI.
- Facilitation of Management Review Meetings.
- Analyzing incidents, near misses (NMs), and non-conformances (NCs) actively to capture underlying patterns, root causes, and potential areas for enhancement.
Interactions and Working Relations:
- Internal: Works closely within NSQL Fleet, Commercial & Planning, and Nakilat Joint venture companies.
- External: Charterers & STASCo (HSSEQ reporting), Vendors (Abbott, Document Management System, External TAS).
Qualifications, Experience and Job Skills:
- Qualifications: Bachelor's degree / Diploma in Engineering, Science, Occupational Health and Safety or any other related field.
- Experience: A minimum of 4 years of experience working in the Marine industry, in fields related to Safety, Health, Environment and Quality Management. Solid knowledge of ISO/OHSAS Quality and Safety systems. Solid knowledge of administering quality management and change control management. Solid knowledge of document control systems. Solid experience of developing and writing Company policy and procedures.
- Job Specific Skills: Excellent English language skills – written and oral. Good communications skills both oral and written. Ability to identify problems and provide effective solutions. Service and quality oriented. Excellent knowledge of various computer programs (Excel, Word, PowerPoint, Visio, Adobe Acrobat etc.).
