Job Summary and Purpose
Ensure that the NSQL managed vessels are effectively managed and operated in full compliance with all applicable IMO requirements, Flag State, International, National and Company legislations, by ensuring that effective systems and procedures are in place to monitor performance, compliance and dealing with shipping emergencies. As well as continually enhancing the safety commitment of all Fleet office and onboard staff through effective engagement, interaction and reflective learning.
Accountabilities
- Systems Management: Maintain up-to-date and functioning management systems that encompass Fleet requirements of legislations and certifying authorities. Maintain up-to-date register of rules and regulations for NSQL, and ensure compliance with all National, International, Flag state, classification society, industry rules and regulations applicable to the vessels.
- Monitoring, Audits and Compliances: Lead NSQL vessels drive for maintaining and improving highest safety standards. Ensuring the application of process safety, behavioral safety and a level of emotional intelligence are adopted across the Fleet. Manage internal and external program of NSQL and vessels compliance audits, and act as a focal point for advice to management and staff onboard and ashore on compliance. Act as a Designated Person Ashore (DPA) in accordance with International Safety Management (ISM) Code, as well as a focal point for NSQL vessels Flag State matters. Act as a custodian for the NSQL Safety Management System (SMS) and ensure that effective and up to date procedures are in place to monitor compliance. Act as the Company Security Officer (CSO) in accordance with ISPS code, to ensure the delivery of statutory requirements, security plan, security compliance and maintain security assurance for NSQL managed vessels. Conduct vessels’ accidents and incidents investigation and participate in risk assessments. Act as a focal point and steer NSQL TMSA rating and SIRE program and ensure timely follow up on actions. Establish, carry out and follow-up on audit plan, training assurance through the department staff and TASs, vessels’ vetting, suggestion schemes, preventative, and corrective actions from audits. Ensures that NSQL vessels’ HSSEQ performance is effectively monitored, safety data analysis is undertaken, and ‘live’ summary management information is prepared on a routine or ad-hoc basis. Maintain safety initiatives register and agreed actions are timely monitored with assigned owners for timely delivery. Ensure the well-being of managed vessels personnel in terms of occupational health, safety, security, and environmental awareness. Play a role in ensuring that the sea staff recruitment is meeting the SIGTTO Guidelines, Charterers’ matrices, STCW, right qualification and experience. Co-ordinate and conduct internal and external audits for ISM, ISPS and MLC certification. Ensure EU MRV, EU ETS and other similar requirement accountability reporting to the required organizations. Ensure accurate and timely reporting and provision of Fleet HSSEQ input into the ESG report. Maintain Fleet Environmental aspects' initiatives and update on regular basis feeding through to the Nakilat Environmental Working Group. Conduct ship visits to elevate the standards of Safety, Health and Environmental awareness. Perform in-depth studies of safety problematic areas.
- Ship Management: Prepare Company to take over in-house ship management role of gas carriers from newbuilding yards, third party ship managers, for compliance and certification of ISM, ISPS codes and MLC convention. Develop plans for NSQL managed vessels and obtain approvals from regulatory bodies. Ensure all introduced vessels into the Fleet are provided with the safety materials, staff are properly HSSEQ trained and provided with all necessary safety requirement to be effectively managed.
- Emergency Response: Develop and ensure preparedness, readiness of the Emergency Response Room, and maintain up to date the Company Emergency Response Plan.
- People Management: Manage section staff by overseeing their performance management, recruitment, training and development to ensure high levels of engagement and competence. Ensure compliance to all relevant QHSE policies, procedures and controls across the section, to ensure that Nakilat provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people. Actively promote Health, Safety, Security, Environment and Quality Management policies of NSQL and Third Parties involved with NSQL vessels.
- Budgets and Plans: Contribute to the development of the Fleet divisional budget, through setting the HSSEQ Fleet section budget, and monitor its expenditure, while ensuring the optimal utilization of all available resources to protect Nakilat interest.
- Systems and Processes: Participate in developing the Fleet divisional policies, procedures, and system, and ensure their proper implementation to support achieving the set targets and plans, hence Nakilat strategy. Liaise with Governmental, QP, Industry and other relevant external parties to develop and enhance the company’s practices and procedures and protects its SHEQ interests.
- Others: Contribute to the development of the HSSEQ strategy within NSQL business activities. Conduct and follow a proper risk assessment process, to ensure that all incidents are investigated thoroughly in accordance with effective incident investigation procedures. Conduct regular Management Review meetings for NSQL in line with ISM Code, and provide suggestions to Management to improve vessels performance. Establish a fit for purpose publications and reference materials to keep up to date with requirements of rules, regulations and legislations. Carry out any other duties as directed by the immediate supervisor.
Qualifications, Experience and Job Skills
- Qualifications: Bachelor’s degree, First Class Master Mariner certificate or equivalent qualification, coupled with HSSEQ Marine industry related training/qualifications is essential. A Post Graduate Qualification in Occupational Health and Safety or a related discipline is preferred. Lead Auditor for ISM and ISPS Codes. Trained for ISO 9001, 14,001 & 18,001.
- Experience: A minimum of 12 years’ HSSEQ experience in relevant oil and gas marine/shipping industry in a reputable organization, with at least 3 years at a senior leadership role. Extensive experience of successfully implementing ISO 9001, 14,001 and 18,001 systems and Integrated Management Systems.
- Job Specific Skills: Excellent English language skills – written and oral. Excellent communications skills both oral and written. Capable of strategic thinking for safety leadership. Ability to identify problems and provide effective solutions. Ability to develop the Human Factors and well-being in the organization and Fleet vessels. Capable of working in a multi-cultural environment and understanding the challenges involved. Ability to persuade and influence HSSEQ thinking and behavior at all levels within the organization. Service and quality oriented. Ability to interpret legislation, standards and regulatory requirements to ensure business compliance. Excellent knowledge of various computer programs (Excel, Word, PowerPoint, Visio, Adobe Acrobat). Data analytical skills for reporting, identification of key areas and making effective presentations.
