We are now seeking an experienced Procurement & Supply Chain Manager (Estates and Voids) to take the lead on procurement, supplier management, and contract performance across our property portfolio. This is a pivotal role, ensuring value for money, high-quality service delivery, and effective supplier relationships to support the smooth operation of our supported housing services and enhance the resident experience.

About The Role

As Procurement & Supply Chain Manager, you will be responsible for the sourcing, contracting, and performance management of suppliers providing residential furniture, furnishings, equipment (FF&E), maintenance services, utilities, and other property-related contracts. With an annual spend of over £2.3m in FF&E alone, you will ensure robust procurement processes, deliver cost-effective solutions, and maintain compliance with procurement regulations.

You will also lead both the Purchasing Team and the Void Management Team, ensuring seamless collaboration to support Nacro’s operational delivery and strategic objectives.

PRIMARY PURPOSE OF THE ROLE:

Responsible primarily for the procurement, sourcing, contracting, and performance management of residential furniture, furnishings, and equipment (FF&E) suppliers (24/25 spend of £2.3m), but also maintenance contractors and other property related services for Nacro’s national managed stock of supported housing properties. The role ensures the delivery of high-quality, cost-effective services through strategic procurement and sourcing, robust contract management, and continuous supplier performance evaluation, leading both the purchasing and void management teams to support operational excellence across Nacro and enhances the resident experience.

KEY RESPONSIBILITIES:

  • Lead the procurement or sourcing process for property-related services with a focus on residential furniture, furnishing and equipment but also including utilities, property maintenance, and other property-related services
  • Draft, negotiate and manage contracts, including service level agreements (SLAs), key performance indicators (KPIs), and compliance clauses.
  • Conduct regular supplier reviews and implement performance improvement plans where necessary.
  • Maintain a contracts register and ensure timely renewals, amendments, and compliance checks

Operational & Strategic Support

  • Support budget planning and cost control for all contracted services.
  • Ensure all procured services and goods comply with health, safety, environmental, and sustainability standards.
  • Contribute to Nacro’s property related strategies, risk management, and service improvement initiatives.
  • Line manage the Purchasing Team, overseeing purchasing, supplier engagement, and compliance.
  • Line manage the Void Management Team, ensuring timely turnaround of vacant properties and coordination with contractors and internal teams.

EXPERIENCE, KNOWLEDGE, QUALIFICATIONS, SKILLS & ABILITIES

  • Significant expertise and several years experience in relation to procurement and sourcing/purchasing best practice preferably in an estates/facilities management function.
  • Strong commercial acumen and negotiation skills.
  • Proven experience in managing supplier relationships and performance.
  • Proven ability to manage multiple contracts and suppliers effectively.
  • Excellent communication, analytical, and organisational skills.
  • Strong leadership and team management skills.
  • Excellent negotiation, communication, and organisational abilities.
  • Knowledge of procurement regulations and best practices.

PEOPLE MANAGEMENT

  • Lead team by example by upholding Nacro’s values and behaviours and translating those into everyday activity. Be prepared to make difficult decisions and support direct reports to make difficult decisions.
  • Own and set direction for a team/direct reports to deliver the organisational and local priorities and ensure that this is replicated through your management chain.
  • Take responsibility for the communication of organisational and local messages through regular and effective team meetings and ensure that this is cascaded through your line.
  • Set clear objectives and performance targets for each direct report using the appraisal process and monitor through regular one to ones and ensure that your direct reports do the same.
  • Work collaboratively across Nacro and with external stakeholders ensuring that you and your team provide a good service.
  • Challenge direct reports to continually consider better ways of delivering outcomes for their service users/learners.
  • Provide development and support to your direct reports and your wider team to ensure their effectiveness and wellbeing.
  • Take responsibility for all aspects of people management including managing the recruitment, attendance, conduct and performance of direct reports using the appropriate policies and procedures. Ensure that your direct reports also deliver effective people management.
  • Recognise and reward positive behaviours and contributions from direct reports and the wider team consistently and encourage innovation

Organisational Performance and Compliance

  • Set team performance targets as agreed with your manager and ensure that they are delivered by effectively managing resources, including working within income and budget targets.
  • Ensure that you and your team maintain up to date records via relevant and appropriate systems within specified timeframes and produce reports as required.
  • Positively promote and represent Nacro at all times, building strong relationships with colleagues to work as part of an integrated team focused on meeting the needs of services users/learners.
  • Adhere to Nacro’s Safeguarding and data policies and procedures at all times and comply with legislation and statutory duties and data controls protocols and ensure that your team understand and deliver their responsibilities.
  • Promote and carry out all responsibilities with full regard to Nacro’s Equality and Diversity Policy and ensure that your team do the same
