This role requires regular national travel; therefore, a full driving licence and access to your own vehicle with business insurance are essential.

This role offers a starting salary within Nacro’s pay structure of£37,581 per annum - Entry with expected progression to £38,708 Per Annum Established within the first year, subject to meeting clear criteria and performance standards, with further pay progression available in the future. About the role

This post sits within the Community Accommodation with Support, Tier 2 (CAS-2) programme, which is directly commissioned by the Ministry of Justice (MoJ) and delivered nationally across England and Wales.

The Insight & Engagement Lead will provide leadership within Nacro’s CAS-2 service. CAS-2 delivers short-term accommodation and support in the community for individuals who do not have a suitable address during a period of bail or licence. The service contributes to reducing pressure on the custodial estate and supports participants to progress towards stable, positive and crime-free futures.

The Insight & Engagement Team represents CAS-2 to external stakeholders. The team works closely with HMPPS referrers to promote understanding of the CAS-2 offer, referral processes, eligibility criteria and suitability requirements. The team also engages with applicants and residents to ensure their views inform continuous service improvement.

As Insight & Engagement Lead, you will manage a geographically dispersed team of four Insight & Engagement Coordinators. You will provide strategic oversight of stakeholder engagement, resident involvement and service insight, ensuring that activity is aligned to contractual objectives and delivers measurable impact.

You will establish and maintain significant relationships with the Ministry of Justice, HMPPS and other key partners, using evidence, professional judgement and constructive challenge to strengthen engagement, enhance service delivery and support contract performance.

Key responsibilities

  • Lead the Insight & Engagement Team to deliver the annual plan.
  • Build and maintain strategic relationships with MoJ, HMPPS and criminal justice stakeholders.
  • Oversee engagement across prisons, probation, courts and partner organisations.
  • Ensure stakeholder records and enquiries are managed effectively.
  • Analyse stakeholder feedback and insight to drive service improvement.
  • Develop resources to improve understanding of the CAS-2 service.

Resident Involvement

  • Support delivery of the CAS-2 Resident Involvement Strategy.
  • Capture, analyse and represent resident feedback accurately.
  • Use resident insight to improve services and the applicant-to-resident journey.
  • Develop effective resident feedback and involvement approaches.

Contract Performance

  • Lead analysis of performance data, trends, risks and opportunities.
  • Produce accurate reports and recommendations to support decision-making.
  • Support Social Value commitments and contractual outcomes.
  • Use insight and performance data to drive service development.

Planning & Reporting

  • Develop and deliver the annual team plan aligned with contract priorities.
  • Produce quarterly engagement reports and performance updates.
  • Ensure reporting is timely, accurate and evidence-based.

Leadership & People Management

  • Lead, coach and develop a geographically dispersed team.
  • Set clear objectives, expectations and performance measures.
  • Support staff development, performance and wellbeing.
  • Promote an inclusive, professional and high-performing culture.
  • Lead and support colleagues through change and service development.
  • Contribute to the wider CAS-2 management team.

Essential skills and qualities

  • Experience of analysing qualitative and quantitative information and producing evidence-based recommendations.
  • Experience of translating strategic plans into operational delivery.
  • Competent use of Microsoft Excel, Outlook and PowerPoint.
  • Full driving licence, business insurance and access to your own vehicle.
