As an experienced Training and Competence Manager you will own and continuously improve the company's Competence Management System and Training & Development Strategy for the COMAH-regulated sites and support Functions across NWE to provide an auditable, risk based approach to assuring competence for safety critical and safety related tasks. With the support of Functional Leads translate regulatory and internal standards into competence requirements, assessment methods and training pathways for operational, maintenance, engineering and management roles. Provide assurance to leadership that competence risks are understood, controlled and improved through effective governance, reporting and interventions. Sourcing external providers where required to provide the specialist expertise and training.

Key Responsibilities

  • Plan and coordinate the CMS Internal Audits/Assurance activities
  • Prepare for and support regulatory inspections and external audits, maintaining an auditable trail of competence decisions and evidence
  • Co‑ordinate critical task analysis/role-task mapping to identify competence requirements and develop role competence profiles and assessment standards within functional managers (knowledge/skills/behaviours)
  • Standardise role profiles, competence matrices, assessment standards and evidence requirements across NWE
  • Own the LMS/Competence Management Systems
  • Assure data quality – accurate role assignment, training completion, competence status, reassessment
  • Plan and prioritise regional training delivery and assessor capacity, optimise shared resource, vendor frameworks and scheduling to minimise operational disruption
