The Mobilisation Manager is responsible for the successful setup and transition of new complex supported living services. This includes coordinating all operational, staffing, compliance, housing, and stakeholder elements required to safely onboard new individuals and services. The post holder will ensure new packages of care are implemented efficiently, compliantly, and in line with regulatory standards, contractual requirements, and organisational values. This role requires strong project management capability, safeguarding awareness, and experience in complex care environments.

Key Responsibilities

  • Service Mobilisation & Setup
    • Lead the end-to-end mobilisation of new supported living packages.
    • Develop and manage mobilisation plans with clear timelines and deliverables.
    • Coordinate property readiness (utilities, furnishings, health & safety compliance).
    • Ensure appropriate risk assessments and care documentation are in place prior to service commencement.
    • Oversee TUPE processes where applicable.
  • Clinical & Care Coordination
    • Work with clinical teams to ensure care plans reflect assessed needs and funding agreements.
    • Ensure staffing models align with commissioned hours and complexity of need.
    • Support positive behaviour support planning where required.
    • Ensure medication management systems are implemented safely from day one.
  • Recruitment & Workforce Planning
    • Coordinate recruitment campaigns aligned to mobilisation timelines.
    • Support interview and onboarding processes.
    • Ensure safer recruitment practices are followed.
    • Arrange induction and mandatory training prior to service go-live.
    • Deploy experienced staff for initial stabilisation period where needed.
  • Compliance & Governance
    • Ensure mobilisation aligns with CQC regulations and fundamental standards.
    • Prepare documentation for registration variations (where applicable).
    • Ensure policies, risk assessments, and service-specific documentation are audit-ready.
    • Maintain accurate records and mobilisation trackers.
  • Stakeholder Management
    • Act as key liaison between commissioners, social workers, families, housing providers, and internal teams.
    • Attend transition meetings and MDT meetings.
    • Provide clear progress updates to senior leadership.
    • Manage expectations and resolve issues proactively.
  • Financial & Contractual Oversight
    • Work alongside finance to ensure mobilisation costs align with agreed budgets.
    • Monitor staffing costs during transition phase.
    • Ensure commissioned hours are accurately implemented.
    • Flag financial risks early.
  • Risk & Safeguarding
    • Identify potential risks during mobilisation phase.
    • Escalate safeguarding concerns appropriately.
    • Ensure safe handover into operational management once service stabilises.

Person Specification

Essential

  • Experience within complex supported living, complex care, or specialist services.
  • Strong understanding of CQC regulatory requirements.
  • Proven project management or service mobilisation experience.
  • Knowledge of safeguarding and risk management.
  • Experience coordinating multidisciplinary teams.
  • Strong organisational and problem-solving skills.
  • Ability to manage multiple mobilisations simultaneously.

Desirable

  • Management qualification (Level 5 in Leadership for Health & Social Care or equivalent).
  • Experience with behaviour support models.
  • Experience in property setup for supported living.
  • Knowledge of TUPE processes.
