To lead, manage, and develop a high-quality Supported Living service for adults with learning disabilities, autism, mental health needs, physical disabilities, and/or complex needs. The Registered Service Manager will ensure the service operates in compliance with CQC regulations, the Health and Social Care Act 2008 (Regulated Activities) Regulations 2014, and all relevant legislation while promoting person-centred care, independence, choice, and positive outcomes.
The post holder will be responsible for service quality, safeguarding, staff management, financial performance, and ensuring people supported achieve their personal goals and aspirations.
Key Responsibilities- Regulatory Compliance and Governance
- Register with the Care Quality Commission (CQC) as the Registered Manager where required.
- Ensure compliance with all CQC Fundamental Standards and relevant legislation.
- Maintain policies, procedures, and systems that promote safe, effective, caring, responsive, and well-led services.
- Lead on inspections, audits, and quality assurance processes.
- Ensure incidents, complaints, accidents, and safeguarding concerns are appropriately managed and reported.
- Leadership and Service Management
- Provide strong leadership and management to support teams.
- Create a positive, inclusive, and values-driven culture.
- Ensure services are delivered in line with organisational values and person-centred principles.
- Develop and implement service improvement plans.

- Safeguarding and Risk Management
- Act as Safeguarding Lead within the service.
- Ensure safeguarding concerns are identified, investigated, and reported appropriately.
- Maintain robust risk assessment and management processes.
- Promote safe practices while supporting positive risk-taking and independence.
- Staff Management
- Recruit, induct, supervise, and retain high-quality staff.
- Conduct regular supervision, competency assessments, and annual appraisals.
- Manage staff performance, attendance, disciplinary, and grievance processes.
- Ensure staffing levels meet service needs and regulatory requirements.
- Promote staff wellbeing and engagement.
- Quality Assurance
- Conduct regular audits of care plans, medication records, finances, health and safety, and service delivery.
- Monitor service quality through observations, feedback, and outcome measures.
- Implement action plans arising from audits, inspections, and complaints.
- Ensure accurate and timely record keeping.
- Financial Management
- Manage service budgets effectively.
- Monitor expenditure and identify cost-saving opportunities without compromising quality.
- Authorise purchases and maintain financial accountability.
- Ensure individuals' finances are managed safely and transparently where applicable.
- Partnership Working
- Build positive relationships with local authorities, commissioners, healthcare professionals, families, advocates, and community organisations.
- Attend professional meetings, reviews, and safeguarding conferences.
- Represent the organisation professionally with external stakeholders.
- Health and Safety
- Ensure compliance with health and safety legislation.
- Oversee maintenance of properties and equipment.
- Ensure emergency procedures, fire safety measures, and business continuity plans are effective.
- Level 5 Diploma in Leadership for Health and Social Care and Children and Young People's Services (Adult Residential Management) or willingness to achieve within required timescales.
- Registered Manager experience or substantial leadership experience within health and social care.
- Full UK Driving Licence (where required).
- Experience managing Supported Living, Residential Care, or Community Services.
- Experience working with adults with learning disabilities, autism, mental health needs, or complex support needs.
- Experience of CQC compliance and inspections.
- Experience managing teams, budgets, and service performance.
- Experience in safeguarding adults and managing risk.
