Your role
The successful applicant will work as part of the Place Leadership team. Our Senior Consultants can expect to lead and be involved in a range of projects at any one time, providing hands-on support to clients and support and guidance to team members.
The requirements of each project will vary, but typical tasks and responsibilities for our Senior Consultants include:
- Managing the implementation of small to medium sized public sector reform and transformation projects, delivering on time and to budget.
- Developing strong working relationships with clients and partners, building confidence and trust as well as tactfully raising issues, challenging client thinking, building consensus and resolving conflict.
- Understanding and interpreting government guidance and policy, to inform the development of business cases, investment plans and strategies etc.
- Supporting the development of HM Treasury Green Book business cases, public sector strategies and investment plans, either independently or as part of a wider team.
- Demonstrating well developed influencing skills and showing tact and judgement in guiding clients and partners.
- Providing quality assurance on work carried out by other team members, providing constructive feedback and guidance.
- Leading the production of proposals in response to invitations to tender.
- Supporting the process of identifying and brokering successful / productive working relationships with partners.
- Providing effective line management to multiple, more junior members of the team; acting as a coach and mentor.
- Supporting the creation of thought leadership materials and presentations.
About you
We are looking for someone with a genuine passion for public services and a good understanding of the major themes across public service reform, place leadership and economic regeneration, with the following skills, experience and attitudes:
- A minimum 2:2 degree in any discipline in any discipline with at least three years’ experience either working with public services leading major projects and/or in a management consultancy environment.
- Demonstrable experience of writing Green Book compliant public sector business cases; proven ability to write and structure a 5-case model (2-3 years’ experience preferred).
- Detailed knowledge and practical application of the HM Treasury Green Book.
- The ability to produce a compelling written narrative, weaving a strategic ‘golden thread’ across the 5-case model.
- An ability to interpret complex data (both hard and soft data, including numerical and statistical information) and government guidance (i.e. funding programmes).
- Experience of implementing government policy (e.g. Levelling Up Fund, UK Shared Prosperity Fund, Towns Fund, Long Term Plan for Towns / Plans for Neighbourhoods etc.) at a local level.
- Demonstrable interest in local public service reform and the future of collaboration between public sector organisations and services.
- Strong communication skills (written and verbal) and comfortable with facilitation and presenting (to small and large groups).
- Attention to detail (the desire to ‘get things right first time’), creative and intellectually curious.
- Act with honesty and integrity.
