The Operations Development Executive & Deputy CEO will provide strategic leadership, operational direction and management to programmes within a changing portfolio of services and will be accountable for the achievement of agreed contract Key Performance Indicators (KPIs) and agreed financial performance. The strategic leadership provided by this role is essential to Murray Hall Community Trust creating impact and meeting its mission of transforming lives by successfully delivering programme aims and objectives. The role holder will be expected to uphold Murray Hall Community Trust's values in the design, delivery and leadership of programmes.
Main duties of the job
- The roleholder will be accountable for leading and developing strong teams within their portfolio and will work collaboratively with peer Executives to ensure that best practice programme and project management methodology including systems, processes, and structures are implemented across the portfolio.
- The Operations Development Executive & Deputy CEO will ensure that programmes deliver impact and excellence, and contract obligations are met, ensuring effective delivery which delivers impact and meets quality, deadline, and budget KPIs including participant recruitment, engagement and retention/completion; and organisational targets including impact, commercial performance and programme reach.
- The Operations Development Executive & Deputy CEO will work closely with the CEO and deputise in various ways, and will support the CEO in establishing and developing excellent relations with all stakeholders to ensure we build our reputation and are well placed for future opportunities as well as leading and/or contributing as part of a team, to research and write bids and other funding applications with the aim of expanding, developing and maintaining services and new areas of business.
- Deputising for the Chief Executive in their absence and supporting them in providing effective leadership in setting the strategic direction of the charity, providing effective management of the team, and promoting the right culture, values and behaviours through everything it does.

Job responsibilities
- To be responsible for the operational effectiveness of our services and programmes for adults, young people, children and families, providing leadership and support for our operational managers on resourcing issues including operations, partnerships, fundraising, organisational development, delivery system and related budgets.
- To support the CEO, the Board of Trustees and executive peers to drive the direction of this community anchor organisation to deliver our strategic priorities and vision of health and wellbeing for all.
- To support and work closely with Executive team peers and proactively work to shape organisational culture in line with MHCT values and strategic directions.
- To work closely with the Executive and wider management teams to implement Murray Hall's strategic plan and to develop new opportunities, monitor quality standards and organisation efficiency.
- To chair and participate in working groups, task groups, management and other appropriate meetings on behalf of MHCT and partnership boards, including taking on lead officer role when required.
- To play an integral role in ensuring the charity operates within governance procedures, charity law and company law, and is compliant.
Operational Delivery
- Take leadership of the implementation of a portfolio of programmes to ensure they are delivered to a consistently high standard, deliver impact and meet client requirements and expectations.
- Lead and manage operations teams to ensure successful delivery, working closely with corporate support teams to support and challenge by regularly reviewing, monitoring and reporting on project progress to ensure contract outputs and deliverables are delivered to time and quality specifications and that budget targets are achieved.
- Recruit, build, lead and maintain an inclusive and diverse, high performing team, focusing on a strong culture of continuous learning and knowledge sharing to ensure consistently high standards of delivery performance so that the programmes aims and objectives are met and that the contracts are delivered on time and to budget.
- Broker local and regional strategic partners to expand on and improve service delivery.
- Oversee the implementation and delivery of Murray Hall's operational and service delivery plans.
- Ensure appropriate systems and processes are in place and fully utilised for the purposes of statutory reporting, monitoring and evaluation against KPIs, organising and scheduling activity, supplying accurate and timely data for reports to wider Executive team, Directors, funders and other stakeholders.
- Manage impact and evaluation processes including data collection, analysis and interpretation.
- Support the continued expansion of the volunteer cohort across all service areas.
- Work closely with operations teams, support functions and other senior managers to ensure team resourcing is constantly reviewed to align costs to projected income and work requirements.
Operational Development
- In conjunction with the CEO, Board of trustees and executive management team contribute to the strategic vision, creation and delivery of MHCT Services, ensuring that this vision is shared throughout all organisational layers and those activities fully centre on MHCT's vision, values and objectives.
- Working closely with teams on grant, funding and income generation proposals.
- To interpret complex financial information to enable risk identification and mitigation.
- To research and develop intelligence on future funding opportunities, keeping abreast of the changing public sector and commissioning environment. This intelligence should be shared regularly with colleague executive managers and Directors to enable the development of strategic direction.
- To support the goals of the organisation to ensure income for future projects.
- Strengthen and develop links and working relationships with partner organisations to enhance service delivery.
- Develop external networks and relations to maintain and enhance professional knowledge, promote the activities of the organisation and seek opportunities for growth and development.
- Ensure that a professional positive approach to employee relations and an ethos of working in partnership is developed across all services ensuring there are clear effective communications and timely responses.
- Undertake any other duties deemed reasonable by the CEO, in line with the service delivery, growth and development of the organisation.
- Along with peer Executives, develop a clear strategy for funding applications, building strong working relationships with potential funders.
- Work closely with the CEO and other key staff members to identify potential funders and funding sources.
- Provide creative input into bids and supporting business case documents, to ensure they are appealing to a wider range of funders.
- Review all bid feedback and ensure knowledge is shared across the organisation.
- Work closely with service-based managers/co-ordinators to ensure the bid process is informed by operational experience and expertise and to ensure that powerful and relevant data is utilised during the bid process.
Safeguarding
- Act as the Charity's executive safeguarding lead, the main point of contact and expertise on all safeguarding matters, ensuring that the organisation complies with legislation and advises on incorporating safeguarding into corporate strategy.
- Lead on the charity's Safeguarding Policy and procedures, ensuring that they are regularly reviewed, updated and implemented in order to reflect statutory requirements and best practice.
- Attend Clinical Sub-group quarterly meetings and prepare quarterly reports and an end of year report, summarising incidents, trends, actions, and compliance to monitor organisational safety, identify risks, and improve practices for vulnerable individuals children and adults.
- Key elements include incident data, case studies, good practice examples, staff training updates, and forward-looking recommendations.
- Ensure that all team members are aware of their safeguarding responsibilities, as defined in their job descriptions and are provided with learning and development, appropriate to their role, in relation to safeguarding.
- Identify and resource Designated Safeguarding Leads across the organisation and chair monthly DSL meetings.
- Provides safeguarding guidance and training to Trustees, the Executive Team, staff and volunteers.
- Oversee the My Concern platform, or any other safeguarding platform/database or reporting system that may be in operation from time to time.
- To keep such systems under review for their effectiveness and to advise on the suitability of any new systems.
- Ensure all staff and volunteers adhere to established guidelines and the charity's policies and procedures.
- Ensure incident reports, detailing issues of concern are submitted, and appropriate agencies are notified, wherever necessary.
- Revising, updating and implementing procedures, in consultation with external agencies.
- Lead on and co-ordinate on safeguarding policies, procedures and audit arrangements across all areas to ensure legal compliance in line with best practice.
- Provide advice and consultation in respect of allegations against MHCT staff and volunteers, in liaison with the LADO.
- Liaise with outside agencies and statutory bodies in relation to safeguarding matters, including health visitors, police officers, social services, schools, courts, support workers from other agencies.
- Demonstrate effective leadership to ensure that safeguarding best practice is embedded at MHCT, and constructively challenge and provide guidance where improvements are required.
- In liaison with the People, Culture and Estates Executive, put in place annual safeguarding training plans to ensure that MHCT staff, Directors and volunteers are equipped to meet identified needs and maintain up to date training records.
- Identify and disseminate proven safeguarding practice with all appropriate stakeholders.
- Take up compulsory safeguarding training and any further training identified as appropriate for the role.

- To develop and deliver effective performance monitoring reports and key performance indicators across all the relevant areas of responsibility.
